The Urban Transport Act 78 of 1977 intends:
- to promote the planning and provision of adequate urban transport facilities;
- for that purpose to provide for the establishment of certain transport funds, metropolitan transport areas and metropolitan transport advisory boards and for the preparation and implementation of urban transport plans; and
- to provide for matters connected therewith.
