Budget 2021 lock-up
Good day
Thank you for being part of the Budget 2021 lock-up. Please see below points aimed at assisting you with the lock-up logistics on Wednesday, 24th February 2021.
Cape Town Journalist Lock-Up
Please use 90 Plein Street entrance where you will be screened for COVID-19. From there, please proceed to the Old Assembly Building, on the ground floor. You will be expected to go through an access control area (metal detector), that will be manned by South African Police Service (SAPS). You will be escorted to the room, where you will meet National Treasury (NT) officials at the entrance to assist you with registration. When you reach the venue, you will be expected to hand in all your transmission devices (Wi-Fi routers, 4G cards, cellphones, etc.), sign lock-up rules as well as the COVID-19 health checklist. You will then be handed all the relevant Budget documents (hard copies). The NT Team will also be able to provide you with an electronic copy should you prefer.

Cape Town Economist Lock-Up
Please use 90 Plein Street entrance where you will be screened for COVID-19. From there, please proceed to the Imbizo centre, Committee Rooms 1 & 2. You will meet National Treasury (NT) officials at the entrance to assist you with registration. When you reach the venue, you will be expected to hand in all your transmission devices (Wi-Fi routers, 4G cards, cellphones, etc.), sign lock-up rules as well as the COVID-19 health checklist. You will then be handed all the relevant Budget documents (hard copies). The NT Team will also be able to provide you with an electronic copy should you prefer.

Pretoria Journalist Lock-Up
Those who will be using cars, please park at Department of Home Affairs, Hallmark Building,
230 Johannes Ramokhoase Street, Pretoria Central, 0001 and proceed to the National Treasury, 40 Church Square, Ground Floor entrance where you will be screened for COVID-
19. When you reach the venue, you will be expected to hand in all your transmission devices (Wi-Fi routers, 4G cards, cellphones, etc.), sign lock-up rules as well as the COVID-19 health checklist. You will then be handed an electronic version of all budget related information. No hard copies will be available.

Pretoria Economist Lock-Up
Those who will be using cars, please park at Department of Home Affairs, Hallmark Building,
230 Johannes Ramokhoase Street, Pretoria Central, 0001 and proceed to the National Treasury, 240 Madiba Street building, you will be screened for COVID-19, in the assembly area in front of the building. You will be escorted by security to the first floor where you will be expected to hand in all your transmission devices (Wi-Fi routers, 4G cards, cell phones, etc.), sign lock-up rules as well as the COVID-19 health checklist. You will then be handed an electronic version of all budget related information. No hard copies will be available.

Other Engagements
There will be a virtual Q&A session with National Treasury officials where all questions relating to what is in the Budget documents will be responded to. This session will take place between 11:00 – 13:00.

For journalists only: Your transmitting devices will be handed back to you, at 13:00 where you may start transmitting your articles to your editors under strict embargo. The embargo will lift when the Minister of Finance, Tito Mboweni, starts speaking in Parliament.
