Today, 4 January 2007 a delegation from the South African Institute of
Chartered Accountants (SAICA) will formally offer a bursary to the offender at
the Durban-Westville Youth Centre in Durban at 13h00. With the department's
stance on rehabilitation and social responsibility, a wonderful opportunity has
arisen for 23 year old offender Mbuso Treasure Zulu who managed to scoop all
his subjects with "A"s to afford him a pass with distinction. The offender has
been offered the opportunity of a lifetime to further his studies and pave his
way for the future.
The South African Institute of Chartered Accountants has shown interest in
assisting the top Matric offender of Durban-Westvillle Youth Centre in
fulfilling his dream as a Chartered Accountant.
The bursary will cover all costs including accommodation, university fees,
books and pocket money for the duration of his study at the University of his
choice.
After the handing over of the bursary, the SAICA delegation will then
proceed to the offender's home to meet his parents.
The Minister, Deputy Minister and acting Commissioner of the Department of
Correctional Services, management and staff congratulate this young man and
wish him all the best in his endeavours including the correctional officials
who were the driving force behind the offender's achievement.
A word of appreciation and thanks is also extended to SAICA by enforcing its
social responsibility to enhance rehabilitation on behalf of the
department.
Minister Balfour said the White Paper on Corrections in South Africa clearly
outlines that central to the success of the overall rehabilitation programme is
the correction of offending behaviour. He further said the formal education
programme is supported by informal training aimed at rebuilding familial
relations, restoration of human relations harmed by crimes committed,
corrections programmes aimed at assisting offenders to deal with anger, sexual
offending and substance abuse.
The Department of Correctional Services will continue to carry the banner of
corrections at the coalface of service delivery and will manifest in
qualitative improvement of interventions where it matter most.
