Wes-Kaap, by die gradeplegtigheid van Agriwetenskappe en Ingenieurswese,

As ek vanoggend vir u sê dat dit werklik waar vir my 'n besondere eer en
voorreg is om hier by u te wees, dan doen ek dit binne die konteks van
transformasie en die geleenthede wat daar binne die nuwe Suid-Afrika vir ons
almal behoort te wees. Ek sê dit omdat ek nooit kon dink dat ek eendag 'n
gehoor van studente op Stellenbosch sou toespreek nadat ek in standerd sewe die
skool moes verlaat en as 'n arbeider op 'n plaas hier in die Klapmuts-omgewing
begin werk het nie. Ek staan vandag hier in nederigheid omdat ek deur die
geloof wat ander mense in my gehad het, my Meestersgraad in Teologiese Etiek
kon behaal. Vandag is ek bevoorreg om as Minister, die politieke funksionaris
van landbou in die Wes-Kaap te wees.
Prof. Botman, ek dra graag die gelukwense vanaf landbou in die Wes-Kaap aan
u oor met u aanwysing as nuwe rektor van hierdie Universiteit.
Laat my ook toe om u te bedank vir die wonderlike verstandhouding en gees
van samewerking wat daar tussen hierdie Fakulteit en die Departement van
Landbou in die Wes-Kaap, en in die besonder die Kaapse Instituut vir
Landbou-opleiding, bestaan. Ons is trots op hierdie verbintenis en eweneens
trots op die eerste 68 studente wat hier hulle B.Agric graad sal ontvang; 52
vandag en die ander 16 in Maart 2007.
The fact that this is a joint ceremony of the Agri and Engineering sciences
is no coincidence. I am of the opinion that Engineering science has a major
role to play in the sustainable management of our agricultural resources and
our ability to produce agricultural products of a high quality.
I believe that as South Africans we are faced with two major challenges in
the agricultural sector.
Globally the marketplace is changing on a daily basis with its own specific
set of demands for agriculture. We have to keep up with the highly competitive
invaders of our traditional export markets and unequal competition with
subsidised produce that is offered to the consumers at much lower prices, even
in our own country. Many of these countries understand the value of ongoing
research with the emphasis on niche markets.
Locally we have to deal with the total transformation of the agricultural
sector in order to rectify the injustices of the past and to make sure that
land is distributed in an orderly fashion; at the same time ensuring that all
new entrants to agriculture become sustainable farmers who can contribute to
the growth of the sector and thus making a meaningful contribution to the
economy of the country.
Not only is the Government of the Western Cape placing a high premium on the
development of human capital in our strategy for Ikapa Elihlumayo, it is also
one of the core aims of the Accelerated and Shared Growth Initiative for South
Africa (AsgiSA). We believe that we can develop our human capital to become
more productive and susceptible to the challenges of an ever-changing
environment. Human capital development can therefore make a significant
contribution to attain the goals for sustainable growth in agriculture as a
whole.
It is with this in mind that we have developed a Human Capital Development
Strategy for Agriculture that underpins the importance of the human element for
the future of the sector. One of the endeavours of the strategy is to raise the
awareness of people in and outside the sector about agriculture and to give
recognition to the importance of the sector in the further growth of the
economy.
If we want to deal adequately with the challenges of transformation in
agriculture we will have to ensure that all the people of the province will
share in the growth envisaged and planned for. We have to tie in with the
bigger objectives of a growth and development strategy. In this regard we have
already developed the Agricultural and Agri-business Sector Plan that
emphasises the goals of the sector and seeks to concretise the concepts and to
finally bring the objectives to fruition. Without the skills required, our
vision with and planning of the Sector Plan, and AsgiSA will be in vain.
We need to recognise that fundamentally, the skills required for the next
decade or two must be developed now, and that the opportunities in agriculture
must and will be shared with our young people. Young people must be informed,
must be motivated, must be supported and must be encouraged to take up
agricultural careers. Only through your endeavours can the current and future
generations of farmers be served to reach the ultimate goal of being successful
and competitive within a global context.
I believe that we need to invest fearlessly in our youth to change the face
and complexion of the sector and to deal with the challenges set by our global
competitors. We will however fail in our duty if we do not make sure that we
incorporate young people from our disadvantaged communities to take up their
rightful place within this sector.
Die uitdaging lê verder daarin dat ons as vennote ons programme so sal plooi
dat ons te gelykertyd tred sal hou met die behoeftes en probleme van die
bestaande industrieë deur middel van volgehoue doelgerigte voorpunt navorsing,
terwyl ons die nodige ontwikkelingsgeleenthede skep vir jong groeiende
toetreders soos fynbos, boegoe, rooibostee en essensiële olies.
U as afgestudeerde Landbou- en Ingenieurstudente het die rol om 'n
betekenisvolle bydrae te lewer binne die waardeketting van landbou om sodoende
volgehoue groei van die sektor en die ekonomie te verseker. Die vraag is
waarvan moet u bewus wees. Ek noem graag vir u 'n paar.
a) Grondhervorming en Swart Ekonomiese Bemagtiging in landbou (AgriSEB).
b) Die vervaardiging van veilige, gesonde sowel as omgewings- en sosiaal
vriendelike landbouprodukte.
c) Die toenemende nasionale en internasionale sensitiwiteit oor die veiligheid
van voedsel van dier- en plantoorsprong plaas groot druk op die lewering van
standaarde wat vereis word vir uitvoer sertifisering op hierdie produkte en vir
verspreiding vir nasionale huishoudelike gebruik.
d) As gevolg van die internasionale gemeenskap se sensitiwiteit oor die
teenwoordigheid van chemikalieë en ander faktore wat gesien word as nadelig vir
die omgewing en menslike gesondheid, word pro-aktiewe monitering van sulke
stowwe n vereiste en sal ons moet verseker dat gesonde boerderypraktyke toepas
word om rekords daar te stel wat bo verdenking is.
e) Die hantering van uitdagings deur kompetisie van sommige van ons mededingers
as gevolg van subsidies en tariefplafonne en die beskerming van bestaande
buitelandse markte.
f) Die skuif van kommoditeitsgedrewe produksie na die 21ste eeuse
niche-produkte en -markte en die ontwikkeling en verowering van hierdie markte
met landbouprodukte met 'n hoë voedingswaarde, met gepaardgaande
waardetoevoeging deur middel van verwerking van die basiese produk.
g) Konstruktiewe bydrae tot die ontwikkeling van Afrika deur die nuwe
venootskap vir Afrika se ontwikkeling, NEPAD.
Ons sal op 'n effektiewe wyse tegnologiese ontwikkelings moet inisieer wat
aan ons die nodige voorsprong in die volgende dekade sal voorsien ten einde
volhoubare boerderypraktyke te verseker.
Klimaatsverandering vra van ons om proefnemings te doen met nuwe gewasse en
variëteite en die aanwending van satelliettegnologie om weerstoestande en
groeipatrone te bepaal. Ek is bewus daarvan dat u reeds ver gevorder is met u
eie programme in hierdie verband. Ek wil die hoop uitspreek dat ons in die
toekoms baie nou met mekaar sal kan saamwerk om hierdie program verder uit te
bou.
Die vooruitgang van die landbousektor is direk gekoppel aan die mate waarin
primêre produksie ooreenstem met die behoeftes van die ekonomie, sowel wat
direkte verbruik van basiese kommoditeite as die vraag na landbouprodukte vir
verwerking aan betref, asook grondstowwe in die vervaardigingsbedryf. Dit is
daarom dat dit belangrik is dat die visie vir landbou binne die breër visie van
die globale ekonomie gesien moet word, eerder as 'n beperkte fokus op basiese
landbouproduksie.
Om hierdie rede is dit belangrik dat ons met mekaar in 'n vennootskap sal
tree om saam met ons maatskaplike en besigheidsvennote daarna te streef dat
landbou sy volledige bydrae kan maak tot ekonomiese stabiliteit en groei en
ontwikkeling wat tot voordeel moet strek van almal in die land. Ek wil vandag
aan u as graduandi 'n uitnodiging rig om van meet af aan deel te wees van
hierdie vennootskap. Ons het u nodig.
Ek wil afsluit deur vir u te vra hoe gereed is u vir die opwindende
uitdagings wat vir ons voorlê en hoe bereid is u om hierdie pad te stap. Ek wil
u geluk wens met u akademiese prestasies en die positiewe resultate op u harde
werk (miskien vir sommige minder hard as vir ander) en vir u alle seën toewens
op u pad vorentoe.
