Under the National Liquor Act all macro manufacturers and distributors of
liquor are required to complete an annual information return and pay an annual
renewal fee.
This allows the National Liquor Authority (NLA) to assess whether there have
been significant material changes in the profile of the registrant, e.g. the
Black Economic Empowerment (BEE) compliant status of the registrant and if the
concomitant conditions of registration should consequently be reviewed. It also
enables the NLA to create a database of up to date industry information
necessary for improved regulation of the industry.
To this end macro manufacturers of liquor are required to provide
information on the quantity of liquor they have produced while distributors
must indicate the quantity of liquor that they have distributed during the
year, if they have distributed liquor manufactured elsewhere and if they have
distributed liquor across provincial boundaries.
Completion of information returns and the payment of the annual renewal fee
must be done at least one month before the anniversary date of the
registration. Failure to renew a registration while continuing to trade, could
incur a fine of up to R1 000 000 or imprisonment of up to five years.
12 November 2004 was by default the registration date for all converted
liquor licences. It therefore follows that the annual renewal date for all
converted licences was at least one month before 11 November 2005.
Renewal fees are listed below:
Annual turnover from activities regulated under the Act: Type of

* less than R5 000 000: annual renewal of registration: R1 500
* at least R5 000 000 but less than R15 000 000: annual renewal of
registration: R3 000
* at least R15 000 000 but less than R250 000 000: annual renewal of
registration: R5 000
* at least R250 000 000 but less than R1 billion: annual renewal of
registration: R7 500
* at least R1 billion: annual renewal of registration: R15 000

Completing Form NLA 28 and submitting it along with a renewal fee/proof of
payment by post to the Department of Trade and Industry (the dti), Private Bag
X84, Pretoria 0001, fax (012) 394 2557 or by hand delivery at 12 Esselen
Street, Sunnyside, Pretoria
Fees may be paid in cash or by bank guaranteed cheque at the dti Campus,
second Floor, Block B, 77 Meintjies Street, Sunnyside Pretoria or cash deposit/
electronic transfer/ bank guaranteed of funds to the Department of Trade and
Industry, Absa Bank, Account Number 1044589078, Branch Van der Walt Street,
Branch Code 632005.
