The national Department of Social Development has noted with concern the
media reports and allegations about foreigners who enter the country illegally
in an attempt to obtain the Child Support Grant. The Department will continue
to ensure that only eligible and legitimate beneficiaries obtain social
assistance. The Departmentâs collaboration with the Department of Home Affairs
ensures that only people who can prove their South African citizenship or legal
status, and possess the correct documentation, apply for the grants.
The criteria for the Child Support Grant are as follows:
* The child and primary care giver must be a South African Citizen and resident
in South Africa;
* The Department requires, on application, a 13 digit bar coded identity
document (ID) of the care giver and 13 digit birth certificate of the
child.
* The applicant must be the primary care giver of the child/children
concerned;
* The child/children must be under the age of 14 years;
* The applicant or partner must meet the requirements of the means test, which
assesses the financial position of the applicants.
In addition, the Ministry deals decisively with those who attempt to defraud
the social grants system regardless of their nationality. The Anti-fraud and
Corruption Strategy, implemented in partnership with law enforcement agencies
such as the Special Investigating Unit, South African Police Service and the
Directorate for Special Operations (Scorpions), continues to yield positive
results in removing illegitimate beneficiaries from the system.
