Convergence between Government and Business Lekgotla against
crime

Government and Big Business met in Johannesburg on Friday, 3 November, as
part of an agreed series of meetings between the two parties to enhance the
functioning of the Criminal Justice System (CJS) of South Africa.

The government delegation led by the chair of the Justice, Crime Prevention
and Security (JCPS) Cluster, Minister for Safety and Security, Charles Nqakula,
included the Ministers of Defence, Justice and Constitutional Development and
Home Affairs. In addition the Deputy Ministers for Safety and Security, Justice
and Constitutional Development and Foreign Affairs were also present as well as
several Directors-General (DGs) from JCPS departments.

The Business delegation led by Derek Cooper from Business Leadership South
Africa included the Chair and Chief Executive Officer (CEO) of Business Against
Crime (BAC), the Chief Executive Officer (CEO) of Business Leadership South
Africa, Michael Spicer, and a host of CEOs from the largest companies in South
Africa.

This is the second meeting following the meeting on 25 August between the
President and the Big Business Working Group, which resolved to re-energise the
partnership between business and government in the fight against crime.

The previous meeting ended with a range of decisions aimed at dealing with
the current crime wave, and interventions representing a step change in the
management and implementation of policing, justice and correctional
services.

After a frank but very constructive exchange of information and ideas the
meeting today formally agreed to the following:

* a Leadership Forum composed of the all the Ministers of the JCPS Cluster
and some senior CEOs and Business Leadership South Africa

The Leadership Forum will be co-chaired by the Minister for Safety and
Security and Chairperson of Business Leadership, Derek Cooper, and would meet
bi-monthly to review and monitor the functions of the working groups. In
addition the Forum would make recommendations to Cabinet and would report back
regularly to the President.

Agreement was reached on the constitution of four working groups to
concretely address a range of interventions in order to optimise changes in the
CJS:

* review of the CJS
* baseline effectiveness
* organised crime
* communication and innovation in the fight against crime.

These working groups will be established by the end of next week and will
meet by the end of November 2006 in order to make initial input to the
Leadership Forum. The first meeting of the Leadership Forum is scheduled for
early December 2006.
