R Dyantyi addresses public meeting at Langa

Public meeting addressed by MEC Dyantyi at Langa

22 June 2006

The construction of the N2 Gateway Phase One project, which consists of the
705 rental units is now complete. The province is busy with the process of
allocations to the qualifying applicants. More than 60 community development
workers have been deployed to all the areas mentioned so that they can
distribute application forms and assist the applicants.

The closing date for this is the 26 June 2006. Once the contractual issues
and the process of allocation are complete, the MEC will announce the move in
date.

The N2 Gateway was designed as an exercise in co-operative governance and
inter-governmental relations and guided by an Memorandum of Understanding (MoU)
signed by the Minister of Housing, MEC Local Government and Housing and the
Mayor of Cape Town.

It has sought an urgent but sensitive response to Cape Town's housing needs
particularly along the N2 highway between the airport and Langa.

Is a pilot project of the Department of Housing's "Breaking New Ground"
policy and incorporates rental and ownership units to accommodate some 22 000
households.

The Western Cape Department of Local Government and Housing will allocate
the accommodation and manage the units. Applicants are being invited from
Langa, Guguletu, Bonteheuwel, Joe Slovo, Bokmakirie and Nyanga. The rental
levels are being finalised.

The balance of the N2 gateway comprises:

* Joe Slovo phase two comprising a mixture of bonded "gap" housing and fully
subsidised units. Negotiations with a bank are in process but this phase will
probably yield about 1 000 houses.

* New Rest adjoining Guguletu is a unique in situ upgrading project for 1154
households. The main road and infrastructure network is complete and the
secondary services are 50 percent complete.

* Boystown adjoining Crossroads is planned to provide 1 500 houses in an
upgrade of the informal settlement. Planning is being finalised.

* Delft Symphony is a Green Fields project planned to deliver 6 240 houses
for ownership and 600 rental units. The infrastructure is underway.

* Delft Towns seven to nine is another Green Fields project that will
deliver 4 500 houses for ownership and almost 800 rental units. This project
recently began.

It was recently decided that Thubelisha Homes as an agency of the Department
of Housing should be the developer of the N2 Gateway project, supported
principally by national and provincial government.
