Gauteng Local Government MEC Qedani Dorothy Mahlangu will on Thursday, 29
November 2007, deliver a keynote address at the Wits Business School Graduation
Ceremony.
The Wits Business School (WBS) has partnered with the National Treasury and
Local Government Skills Education Training Authorities (Seta) to contribute
effectively on the development of critical management and leadership
competencies at local government level.
In order to succeed in this task, the Wits Business Schools with its
partners introduced a focused professional training programme, the Certificate
Programme in Management and Development for Municipal Finance (CPMD).
The programme is designed to assist accounting officers, senior managers,
Chief Financial Officers and other financial officers to acquire financial
management prescribed competencies that are critical in the implementation of
the Municipal Finance management Act (MFMA).
"I have no doubt in my mind that this programme will go a long way to
empower our financial officers particularly in municipalities and ensure that
we succeed in our quest to get all municipalities in Gauteng achieving
unqualified audit reports from the Auditor-General by 2009.
During the municipal finance summit in July earlier this year, we committed
ourselves to among others, assist municipalities to turn their financial state
for better service delivery and I hope this training will also ensure prudent
financial management and good governance," Mahlangu said.
The CPMD currently running nationwide consists of seven modules forming part
of the municipal finance management qualification (NQF level 6). The module
focuses on issues in leadership, municipal legislative environment and policy,
municipal governance and stakeholders' relations, performance management in
municipal context as well as municipal strategic planning and
implementation.
