underway

14 November 2006

Kimberley The national Department of Public Works (DPW) today handed over
a 25 hectare portion of land along the Schmidtsdrift Road in Kimberley to the
contractors to commence the construction of the medium security correctional
centre on behalf of the Department of Correctional Services (DCS) who are the
client.

According to the Kimberley Regional Manager for DPW, Mr Fuad Allie, the cost
for the construction of the facility is estimated at R662 million over a
maximum construction period of 30 months. Once complete, it will be the largest
correctional centre to be built in the Northern Cape and is expected to
accommodate at least 3 000 offenders according to the DCS specifications.

Construction will be undertaken by a joint venture made up of, Grinaker LTA
and Keren Kula. The tender specifies that 80% local labour be utilised and
approximately 30% of the work be subcontracted.

"We believe the construction period will yield economic spin offs for
Kimberley and the Northern Cape and is a further demonstration of government's
resolve to accelerate provision of essential public infrastructure to stimulate
social development and economic growth," commented Mr Allie.

The contractors will move onto the site immediately.
