The Minister of Arts and Culture, Dr. Z. Pallo Jordan would like to announce
that he is in the process of appointing a new Council. This follows a question
for written reply by Mrs D van der Walt from the Democratic Party who asked the
Minister:
(1.) (a) Who are the board members on the South African Geographical Names
Council, (b) on what date were they appointed, (c) which province or
organisation do they represent, (d) what procedures are used for each member's
appointment, (e) how many meetings were held since the appointment of the
board's members, (f) how many meetings did each member attend and (g) what
remuneration was paid to each member since each member's appointment.
(2) whether the board appoints any subcommittee or sub-boards; if so, what
they relevant details?â
Answers:
(1)(a) At present the Minister is in the process of appointing a new
Council. The members of the current Council which has been in office from 2003
â 2006 include:
(i) Provincial Representation:

It is noteworthy that both council boards were appointed by previous
Ministers of Arts, Culture, Science and Technology (Dr Ben Ngubane and Mr
Lionel Mtshali.) This happened before Minister Jordan became the first
fully-fledged Minister for Arts and Culture in October 2004.
(b)The first three-year term of the Council started in December 1999 and the
second term started in April 2003.
(c) the Council consists of no fewer than 15 and no more than 25 members; 15
appointed by the Minister, of whom-
(a) nine must be nominated by the provinces,
(b) one must be nominated by each of the following:
(i) The South African Post Office,
(ii) the Chief Directorate: Surveys and Mapping, 20
(iii) the Pan South African Language Board, or any other organisation, body or
institution the Minister considers relevant.
(d) The appointees are appointed in a transparent and representative manner
taking into consideration the special competence, experience and interest in
the relevant fields, and the linguistic, cultural and demographic
characteristics of the population of the Republic. The Minister appoints panel
members who appoint all the council members responded to the call for
nomination advertisement.
(e) The Council may meet as often as necessary, but at least three times a
year.
(f) There were twelve (12) meetings held from 2003 to 2006. Each of all
these meetings had enough quorums for the Council to make recommendations for
standardisation of Geographical Names.
(g) The maximum amount of R739.54 is paid to the Chairperson of the Council
and the maximum amount of R563.88 to the other members of the Council for every
formal meeting attended. The remuneration is fully taxable and members are paid
as per daily rate for all business meetings of the Council. In addition, real
expenditure incurred, such as travel and subsistence costs are also
reimbursed.
(2) According to Section 7 of the South African Geographical Names Council
Act, No. 118 of 1998, the Council may establish subcommittees not limited to
its own members to perform work for the Council. These are task based
subcommittees. There also Provincial Geographical Names Committees in the
entire nine provinces.
