The Mamusa local municipality in Schweizer-Reneke has parted ways with its
municipal manager, Dichaba Makhate, with effect from the beginning of this
month (July). The two parties have agreed to terminate Makhateâs contract
amicably. The settlement between the two parties was endorsed by council on
Thursday, 30 June 2006.
The Mamusa local council suspended Makhate earlier this year on allegations
of misconducts. Makhate later obtained a court order for his reinstatement. The
municipality then instituted negotiations with him to try and resolve his case
out of court. Since then, lawyers representing both sides have been meeting
with the aim of negotiating a settlement that would satisfy both Makhate and
the municipality.
Makhate joined the Mamusa municipality in October 2002 on a five year
contract. This means that his contract was supposed to come to an end in
October next year. After his suspension early this year, Tekoetsile
Motlashuping became the acting manager. However, there were problems during his
tenure as some employees suspected of supporting Makhate wanted him replaced.
This resulted in the polarisation of the administration with two groups, each
supporting either of the two.
The North West MEC for Developmental Local Government and Housing, Phenye
Vilakazi, then appointed Seth Ramagaga, the chief director for monitoring and
intervention in his department, to replace Motlashuping. Ramagagaâs tenure will
come to an end at the end of August, by which time the municipality must have
employed a new municipal manager.
