North West Legislature to host delegation from Henan Province of China,
10 – 12 May

Henan Province (China) makes return visit to North West
Provincial Legislature

In August 2005, Members of the Provincial Legislature (MPLs) and staff of
the North West Provincial Legislature Portfolio Committee for Safety and
Liaison went to Henan Province in China for a study tour. From Wednesday, 10
May, to Friday, 12 May 2006, a delegation from Henan Province will be in the
North West to return the visit. The aim of this visit is to look into crime
prevention and policing strategies and well as other lines of approach.

Henan Province, which was initially selected because of the many
similarities it shares with our own North West Province, will be sending a
delegation of seven top ranking officials and politicians. Mr Li Qinglin who is
the Chairperson of the Henan Provincial Committee for Comprehensive Treatment
of Public Security (Vice Governor Level) leads this delegation. Mr Qinglin is
accompanied by Mr Guo Junfeng Deputy-Director General of the Foreign Affair
Office of Henan Province; Mr Yang Shengdao-Director General of Henan Tourism
Bureau; Mr Gao Yingzhao Director of the General Office of Henan Provincial
Committee for Comprehensive Treatment of Public Security; Mr Wang Juncai
Deputy-Director of Luohe City Committee for Comprehensive Treatment of Public
Security; Mr Jia Hua Division Chief of Henan Public Security Department and Mr
Zhao Yuqing, an interpreter in the Foreign Office of Henan Province.

The delegation will be hosted by the Portfolio Committee for Transport Roads
and Community Safety headed by the Chairperson Honourable JM Moiloa, Hon YMM
Makume, Hon ML Mahlakeng; Hon ML Molema; Hon DA Baloyi; Hon JLH Serfontein; Hon
NOD Hantise, Hon R Matlholwa (UCDP); Hon HB Groenewald; (DA); Hon A Gerber (FF)
and Hon V Kekesi. Hon Themba Gwabeni, Executive Mayor of the Central District
in the North West, leader of the delegation of the study tour to China will
host the delegation at a small private dinner at Leopard Park on the evening of
10 May 2006.

He will be joined by his councillors, the Mayor of Mafikeng and Portfolio
Committee for Transport, Roads and Community Safety. The Chinese delegation
will then meet the MEC of Transport, Roads and Community Safety, Hon Jerry
Thibedi, Members of the Provincial Legislature, Police Commissioners and the
Secretary of the ANC, Cde SOR Mahumapelo at a power breakfast on 11 May 2006 at
the Protea Hotel in Mafikeng. Members of the provincial and national media will
also be a part of this high-powered breakfast to give them an opportunity to
interact with the Chinese delegation.

The group of Chinese representatives will be given a tour of the North West
Provincial Legislature by the Deputy Speaker. Hon OG Madoda, where after they
will attend the Legislature Sitting and be given an opportunity to hear a few
snippets of the Budget Vote of the MEC for Transport, Roads and Community
Safety. The deputation will then depart for a historical tour of the North West
with focus on key villages in the Central district where they will be
accompanied by the Hon Gwabeni and some Members of the Portfolio Committee.

The mission will then make their oversight visit to police stations and will
interact with Commissioners in the South African Police Services in Mmabatho
and Mafikeng. The delegation will conclude the day with game drive culminating
in a cultural evening at Mabank where they will have an opportunity to taste
traditional Tswana cuisine and African beer.

“We look forward to interacting with our Honourable Chinese counterparts and
discussing amongst other issues, the role Community Policing Forums play in
their successes and their relationship is to the policing and safety and
liaison structures,” commented Honourable Thandi Modise, Speaker of the North
West Provincial Legislature. “We also look forward to their visit to our
various police stations. We hope our Chinese counterparts will be able to draw
the same valuable lessons from this visit because our study tour certainly
did!” concluded an enthusiastic Modise.
