The North West Department of Public Works will from Monday 21 to 25 August
2006 host a Parliamentary Oversight Visit by the Portfolio Committee on Public
Works in the National Assembly.
The five-days hectic provincial oversight visit is a follow-up to the June
2005 visit by the Portfolio Committee led the Chairperson of the Portfolio
Committee on Public Works in the National Assembly, Mr Fezile Bhengu.
During the visit, the multiparty delegation will be briefed amongst others
on the annual assessment on the implementation of the Expanded Public Works
Programme, its co-ordination and monitoring across provincial departments,
local and district municipalities.
During the previous visit the Portfolio Committee applauded the department
for using Property Management System (PMS) for capturing state assets, and
recommended that the system be considered as a case study for other provinces
and the national Department of Public Works. The committee also commended the
department for dealing decisively with illegal tenants and rental defaulters
occupying state houses. It recommended that appropriate legal action be
instituted against all tenants who are unable to produce certificates of
occupation or lease agreements on demand.
After receiving presentations on 2005/06 achievements and challenges facing
the department and the implementation of the Expanded Public Works Programme
(EPWP), the Committee will visit the Molopo EPWP Paving Project and the R22
million Integrated Modimola Expanded Public Works Project on Monday
afternoon.
The Programme for Tuesday includes a project site visit by the Committee to
the R93,6 million Modimong EPWP launched in Taung in February as part of the
massification of the Expanded Public Works Project.
On Wednesday, the Committee will visit the Construction Site for the New
Provincial Public Works Head office, the Mafikeng Secure Centre Building
Project for Youth in Conflict with the law and two clinic projects executed by
women contractors. The graduation function for sixteen learner contractors and
thirty learner farmers is scheduled for Wednesday evening at the Mafikeng Hotel
School.
The focus shifts to delivery at local government level on Thursday as the
Portfolio Committee travels to Rustenburg to receive presentations on
Integrated Development Plans (IDPs) and Implementation of Municipal
Infrastructure Grant (MIG) by the department of Developmental Local Government
and Municipalities.
Project site visits to Boitekong Water Reticulation Construction EPWP and
Meriting Road Construction Project EPWP precede a project site visit to the
Moses Kotane Hospital Revitalisation. The R200 million Project is executed by a
joint venture that includes a woman contractor who has constructed six clinic,
two schools and also participated in the construction of Sekhukhune Hospital in
Limpopo.
The Committee concludes its hectic provincial visit with project site visits
to Molopo Wetlands Rehabilitation Project Site, the Naledi Life Skills and
Information Centre, visit to home-based care for Projects for people living
with HIV/AIDS and the Railway Block Farming Project on Friday.
Throughout the visit, different government officials, beneficiaries and
stakeholders will make presentations to highlight progress with implementation
of programmes and challenges of service delivery. The Portfolio Committee on
Public Works will in turn interact with the presentations and engage with
beneficiaries and other stakeholders.
