Deepening youth participation through service

The National Youth Commission (NYC) has divided the month into weeks and
identified themes for each week which are recommended to media house for
scheduling consideration. The Directorate of Communications at NYC will
co-ordinate and give all the necessary support required by media to avail
relevant officials for interviews, talk shows and encourage young people
nationally to participate by phoning in, emailing and short message service as
and when advised by media about a show taking place. Most importantly the
Chairperson of the National Youth Commission, chairpersons of provincial youth
commissioners, and commissioners at national and provincial level, Chief
Executive Officer (CEO) at national level and CEOs at provincial level as well
as directors of communication will be on standby for interviews.

Week one: 1 to 3 June 2007
Sub-theme: Children's rights

1 June:
International Children's Day, national event in Thabazimbi, Limpopo
Limpopo Province Youth Commission launched its programme
Gauteng Province Youth Commission launched its programme

2 June:
Eastern Cape launched its programme in Port Elizabeth

3 June:
Minister Essop Pahad unveiled the June month programme at the National Imbizo
in Hertzogville, Free State

Week two: 4 to 10 June 2007

Sub-theme: Economic participation

* Joint Initiative on Priority Skills Acquisition (Jipsa)/ Accelerated and
Shared Growth Initiative for South Africa (AsgiSA): progress on report in
achieving targets set about integrating of young people in scarce skills, rural
youth and youth with disabilities

* Youth Entrepreneurship Strategy (YES): Umsombovu Youth Fund (UYF)
initiative, are young people aware of the strategy, what it entails, how is
assisting young people, has it been integrated into other government
programmes?

* Sector Education Training Authorities (SETAs): Have companies been
co-operating in One Company One Learner campaign, are learnerships and
experiential training underway, are they worthwhile and have job relevance?

* Youth co-operatives: Is the model of wealth accumulation properly
promoted; are they able to assist young people in securing businesses deals,
what are its advantages with regards to Broad Based Black Economic Empowerment
(BBBEE) in benefiting the youth?

* Youth Entrepreneurship Campaign 2010: Do we have an enabling environment
to promote 2010 campaign; are there real opportunities for young people around
2010?

Week three: 11 to 17 June 2007

Sub-theme: Economic participation

1. Main event from 14 to 16 June 2007 in East London (see detailed programme
below).

* Africa Youth Charter: How does it promote economic development and
participation of young people?
* Organised formations of young people in the private sector: are the
federations advocating for the interest of young people?
* Launch of the Youth Development Forum

Week four: 18 to 24 June 2007

Sub-theme: Social cohesion

* Youth in conflict with the law: what makes young people prone to crime, is
crime a youth thing, are we doing enough as society to provide young people
with activities that will qualitatively occupy them, what status is a young
offender given by his/her peers.

* Teenage pregnancy: How is prevented, the pending legislative provisions of
maternity leave?

* Youth mobilisation and civic participation: what has happened to vibrant
youth organisations, are young people interested in politics or involved in
progressive structure, are our young people patriotic?

* Healthy Lifestyle: substance abuse, drug free society, participating in
sporting activities, drugs and stardom?

* Youth with disability: Are there any programmes to support youth with
disabilities: access, reasonable accommodation, designated jobs, meeting quotas
set by legislation?

* Gender: Do young women still experience gender stereotypes?

Week five: 25 to 30 June 2007

Sub-theme: Social cohesion

* HIV and AIDS: Abstain, Be faithful, Condomise, prevention and
treatment

* Rural youth: Challenges faces by young people in rural areas

* Education: right to learn, access to finance for studies, learner/student
participation in governance of educational institutions (are they working)

* Moral regeneration: How can young people contribute to build morality in
our society, do we still have family values or are families still regarded as
building blocks of society, child headed households?

* Child abuse: Rape of children by acquaintances and family members

* Non-racialism: Do we still experience racism in society, school crisis
(model C schools vs. township schools), and language as a barrier to build
non-racial society.

Draft programme, 14 to 16 June 2007
31st Anniversary of 16 June

Venue: Buffalo City Municipality

Day one: 14 June 2007
The Department of Sport and Recreation will be the main centre of
attraction
Venue: Sisa Dukashe Stadium and Indoor Sports Centre
Time: 09h00 to 12h00
Target group: School going and out-of-school youth
Activity: Siyadlala Sport Games/ Love Life Games: Various teams will play games
covering as many sporting codes as possible. These will take form of know out
games to get the finalists.

Time: 09h00 to 12h00 (Closed session)
Target group: Out-of-school youth, graduates and entrepreneurs
Activity: LOC launch of the Volunteer Campaign by high profile Local Organising
Committee (LOC) delegation:
*. LOC will launch the volunteer campaign outlining the process for the country
as well as international volunteers given the language barrier during
2010.
*. LOC will outline business opportunities which 2010 will bring to the country
and how best South African should positions themselves to cease these
opportunities.

Time: 12h30 to 14h30
Target group: All participants on this day
Activity: Launch of mobilisation campaign: The Minister of Sport and Recreation
will be launching the mobilisation campaign that seeks to call upon South
African to give their fullest support to all 2010 activities.

Time: 15h00 to 17h00
Target group: All participants on this day
Activity: Finals of the Love Life games (The organising team is still trying to
source two Premier Soccer League (PSL) teams to play at this time slot in which
case this slot will be referred to as PSL Game instead of Love Life Game).

Time: 17h00 to 17h30
Target group: All participants on this day
Activity: Presentation of awards to the winners from all sporting codes
game

Day two: 15 June 2007
Economic participation

Venue: Sisa Dukashe Stadium and Indoor Sports Centre
Time: 09h00 to 09h30.
Target group: All participants on this day
Activity: Launch of Youth and Information Society Programme
Minister of Communications will be launching the programme that will draw the
attention of young people in opportunities and Information Technology (IT).
Presidential National Commission (PNC) and Department of Communications (DoC)
will be prominent players in this regard.

Time: 09h30to17h00
Target group: Four hubs will target different groups:
1 Department Trade and Industry (Dti) Grade 12+
2 Presidential National Commission (PNC): Grade 12+
3 Arts and Culture: Unemployed youth, Grade 12+
4 Umsobomvu Youth Fund (UYF): Unemployed youth, Grade 12+
NB: Grade 12+, graduates and entrepreneurs

Activity:
1. Department of Trade and Industry (dti) will bring all its agencies to
explain its products and serves. Mainly targeting unemployed youth, graduates
and entrepreneurs.
2. Youth in ICT: PNC will be running workshop on ITC opportunities and how best
should young people prepare themselves academically and otherwise to
participate meaningfully in the ICT sector. There will also be a mock broadcast
facility to give young people the first hand experience of radio and television
broadcasting.
3. Arts and Culture will be running workshop about various components of Arts
and Culture. The organising team has secured various celebrities (actors and
musicians) who will be sharing their experiences with young people. Parallel to
this, some of the celebrities will be deployed through out the province to
venues will be pre-determined by the ECYC e.g. schools. These celebrities will
also be giving motivational talks and conducting workshops about the life of
being an artist.
4. UYF: the UYF target group is similar to that of the dti however the primary
purpose of their hub will be the Nation Youth Service Programme

Venue: Ginsburg/King Williams Town
Time: 11h30 to13h30
Target group: Ministers, Deputy Ministers, Premier, MECs, mayors, Biko Family,
Chairpersons of NYC and ECYC and other selected delegates (up to a maximum
total of 30)
Activity: Visit of the Steve Biko's grave site and his family:
In collaboration with the Steve Biko Foundation, dignitaries will lay a wreath
in Steve Biko's grave and visit Ma'Biko at home. The delegation will be lead by
the Chairperson of the NYC and ECYC to mark Steve Biko's 30th commemoration and
the contribution he made to young people.

Venue: To be decided: Preferable an auditorium of Fort Hare or Rhodes
Universities
Time: 18h00 to 19h30
Target groups: University students, delegates attending the 16 June
Activity: Steve Biko Memorial lecture/launch of the National Dialogue:
Proposed names to deliver the lecture are: the Deputy President and Dr Pallo
Jordan in that order, no confirmation yet. Selected delegates who will
contribute significantly to the intellectual stimulating debate. A selected
panel of political youth leadership will respond to the lecture in leading the
public debate. This will mark a beginning of the country having to confront and
debate some of the sensitive subject which most often than once are not talked
about. Moving from this session, there will be sessions of these debates nation
wide, the frequency and topic will be determined by a team that will be agreed
upon.

Target group: Delegates and participants at the memorial lecture
Activity: Entertainment of the delegates.

Day three: 16 June, Youth Day.
31st Anniversary
Venue: Absa Stadium
Time: 10h00 to 13h00
Target group: President, Ministers, Premier, mayors, councillors, youth
commissioners, media, and public at large
Activity: 31st Anniversary of 16 June:
The main speakers will be: the Chairperson of the ECYC, the Premier, the
Chairperson of the NYC and the President. This event will be covered live by
the South African Broadcasting Corporation (SABC) television and carried live
by most radio stations, particularly the President's speech. (A detailed
programme will be finalised and e-mailed to all media houses).

Time: 13h00 – late
Activity: Entertainment of guests and public alike. Performance by artists: The
provincial Department of Sport, Arts and Culture will be responsible for this
part of the programme.
