N Rasmeni fights infant mortality in hospitals

5 July 2006

Top departmental officials, accompanied by a delegation from the national
Department of Health, will join MEC for Health in North West, Mrs Nomonde
Rasmeni, when she officially launches the Perinatal Problem Identification
Programme (PPIP) on 6 July 2006 from 10h00, at Barolong Recreational Hall.

Perinatal Problem Identification Programme is a Perinatal Care Survey
programme that is used to investigate the causes of perinatal deaths. The
programme uses an ICA solution audit system which stands for Identification of
maternal and perinatal deaths and all deliveries; from this the maternal and
perinatal mortality rates (MMR and PNMR), the stillborn rate, the neonatal
death rate, the low birth weight rate, the weight specific mortality rates, and
the perinatal care index are calculated.

Causes of maternal and perinatal deaths are derived through auditing of
death records and thereafter patterns of diseases will determine the priorities
in management, allocation of resources and research.

Analysis of each death is used to determine avoidable factors, which will
indicate if there were missed opportunities. The analysis gives an indication
of how the health delivery system is functioning and assists in identifying if
avoidable factors are patient, medical personnel or administration related.

“The programme gives a good reflection of the magnitude of the problem of
perinatal care in the area whether at the hospital, sub district, provincial
and national level, it provides information on why babies are dying and also
directs health workers to areas where the greatest improvements can be made.
This is not a new programme, what we are doing is reinforcing efforts so that
this programme can run smoothly as envisaged by the department,” said MEC
Rasmeni.

The programme was launched in the year 2000 and has since been implemented
at eight hospitals known as PPIP Sites which includes Mafikeng Provincial,
Rustenburg Provincial, Klerksdorp Provincial, Thusong Hospital, Gelukspan
Hospital, Zeerust Hospital and Potchefstroom Hospital. We are expanding the
services of this programme and we have robbed other hospitals like Vryburg,
Ganyesa, Christiana, Bloemhof, Taung, Schweizer-Reneke, Nic Bodenstein and
Ventersdorp Hospital to provide these services to our community. This will
bring the total of PPIP sites to 17.

The expansion of PPIP to other facilities is a long-term plan that will
continue until all hospitals practise the programme efficiently, and thereafter
the implementation will be expanded to the clinics, especially the health
centres as they render 24 hours maternity services. During the day I will also
hand over ten computers to PPIP users and more staff, particularly midwives and
doctors, will be workshopped provide this service,” concluded Rasmeni
