Teacher Education and Development

I am pleased to announce the release of The National Framework for Teacher
Education and Development in South Africa. This coincides with the celebration
of World Teachers' Day with the United Nations Educational, Scientific and
Cultural Organisation (UNESCO) theme of "Training for a stronger teaching
force". This theme resonates with my and my department's commitment to ensuring
that there is a dedicated and competent teacher in every classroom in the
country.
This Framework provides a clear and coherent policy for the recruitment,
training and professional development of teachers. The development of the
Framework draws on the significant work of the Ministerial Committee on Teacher
Education, chaired by Professor W Morrow. This was followed by extensive
consultations with a range of stakeholders including higher education
institutions, non-governmental organisations (NGOs) working in teacher
education and teacher unions.
The document is available on the Department of Education's website
http://www.education.gov.za. It will also be gazetted for public comment within
the next week, for a period of twenty one (21) days and comments can be made
from either of these. All comments will be considered after which I will
declare the policy on Teacher Education and Development.
