Appointment of an Administrator at the Durban University of
Technology (DUT)

The Minister of Education, Mrs Naledi Pandor (MP), appointed Professor
Chabani Manganyi as an Independent Assessor, on 20 June 2006, to investigate
the source and nature of the ongoing problems being experienced at the Durban
University of Technology (DUT).

The Minister has now received the report of the Independent Assessor. The
report confirms serious problems in the governance and management of the
University, which are undermining the effective functioning of the institution.
The principal recommendation of the Assessor is that the Minister should
appoint an administrator for the DUT to restore proper governance and
management at the institution, including the reconstituting of the Council in
terms of new statutes of the University.

The Minister has accepted the report and recommendations of the Independent
Assessor and has decided to appoint Professor J Jansen, Dean of the Faculty of
Education at the University of Pretoria as Administrator of the DUT in terms of
the Higher Education Act.

As the Administrator, Professor Jansen (MQ1) assumes the authority of the
Council of the DUT for an initial period of six months. His terms of reference
include the following:

* to identify and initiate processes and initiatives that restore proper
governance and management at the DUT
* to conclude the forensic audit underway at the University
* to constitute a Council in terms of the new statute of the DUT.

Professor Jansen’s term as Administrator began on 12 August 2006. He will
work in close co-operation with the Vice-Chancellor, Professor Goba.
