MEC launches Tamboville Community Builders Programme
(CBP)

Gauteng Housing MEC, Nomvula Mokonyane, today called on communities actively
taking part in helping government to provide houses to people. Mokonyane said
given its magnetic nature in attracting people from around the province,
including neighbouring countries, this has placed enormous pressure on the
Gauteng government to provide houses.

Mokonyane was speaking at the launch of the Tamboville CBP, in Wattville,
Ekurhuleni. The programme is part of the Department of Housing’s strategy to
accelerate the delivery of houses by engaging members of the community in the
construction of their own houses.

“To deal with the housing backlog it required that the province had to come
up with innovative ways to address this problem. One such intervention has been
the introduction of the CBP," said Mokonyane.

The CBP makes use of the consolidation subsidy meaning that the sites have
been serviced and the title deeds have been issued to the rightful owners. The
project will benefit the community as this will minimise the period it takes to
build a house, as opposed to waiting for a construction company.

The programme promotes a sense of ownership and empowerment of the people
with life skills. Under this programme community members are encouraged to
participate in the construction of their houses supported by building
experts.

“Most importantly this groundbreaking initiative promotes the principle of
active community participation,” said Mokonyane as she unveiled completed
houses built through this programme.

One of the beneficiaries is 78 year old Elise Thulo, who has never owned a
house in her life. “Thank you for this house that I could not afford to build
myself, I wish God can protect me and my family in my new house”.

The installation of services was completed in 2003, and about 1 030 title
deeds were issued in 2004. The project consists of the construction of 1 070
top structures and is divided into two phases. Phase one provides for 300
stands while Phase two will cater for the remaining.

The construction of the Housing Support Centre, 54 houses and 300
foundations have been completed.

The department has set aside R6,5 million to the project for this financial
year.
