N Balfour to speak at opening of conference of Eastern,
Southern and Central Africa Heads of Correctional and Prison Services

The Minister of Correctional Services, Mr Ngconde Balfour will tomorrow,
Wednesday, 30 August 2006 at 09h00, deliver the keynote address at the official
opening of the Conference of Eastern, Southern and Central Africa Heads of
Correctional and Prison Services (CESCA) at Elangeni Hotel, Durban.

The three-day conference brings together about 100 Commissioners and senior
officials of Correctional and Prisons Services from 13 countries, among others,
Angola, Burundi, Kenya, Malawi, Uganda, and Tanzania.

The aim of the conference is to strengthen correctional services on the
continent, with emphasis on rehabilitation and also to pave way for the
establishment of an All-African Correctional Services Body.

The conference is also attended by local and international representatives
of the United Nations, Penal Reform Institute, Institute for Security Studies,
UNISA, South African Human Rights Commission, Institute for Security Studies
and the Institute of International Affairs.
