appointment of a new Chief Financial Officer

Correctional Services Minister Ngconde Balfour says the appointment of a new
Chief Financial Officer of Correctional Services marks a critical milestone in
the department's quest for full compliance with government policies and
procedures.
The new Chief Financial Officer (CFO), Ms Nadira Singh, assumed duties at
the Department's headquarters in Pretoria today, 3 September 2007. Welcoming Ms
Singh, Minister Balfour said: "she is a known hard worker and a turn around
strategist who is going to assist the department to get out of the quagmire it
found itself in. I trust that she will look at our audit reports, work very
closely with the Office of the Auditor General, identify challenges and work
out strategies for turning around the situation." Minister Balfour also
expressed full confidence in Ms Singh's abilities.
Ms Singh is a qualified Chartered Accountant with extensive experience in
the public and private sectors. She has worked for major audit companies in
South Africa (like KPMG and PriceWaterhouse Coopers), helped turn around
financial losses of some institutions, ensured unqualified audit reports and
established herself in the areas of auditing and forensic accounting to mention
just a few.
She boasts of a string of high level qualifications which include B Com from
Wits, B Compt (Honours) from Unisa, CA (SA); Certificate in Control Self
Assessment (CCSA), Certified Government Audit Practitioner (CGAP) as well as a
Certificate in Forensic Accounting and Fraud investigation. She is also a
member of the following professional bodies:
1. Member of South African Institute of Chartered Accountants - CA (SA)
Qualified 1991
2. Public Accountants and Auditors Board (PAAB)
3. Institute of Internal Auditors (IIA).
Earlier in the current financial year, Minister Balfour had declared
"compliance, compliance and compliance" as the new motto of the department and
he convened a two-day special Senior Management Services (SMS) conference on
Compliance which was attended by over 150 Senior Managers just outside of
Pretoria last month.
Minister Balfour also thanked the Regional Commissioner of
Limpopo-Mpumalanga-North West region of Correctional Services, Mr Patrick
Gillingham, who has been serving as Acting Chief Financial Officer of the
department.
