Mpumalanga Education and Culture, Sport and Recreation signs Memorandum
of Understanding

Press statement on the signing ceremony

The departments of Education and Culture, Sport and Recreation, Province of
Mpumalanga, today signed a Memorandum of Understanding (MOU) on the
co-ordination and management of Culture, Sport, Recreation, Library and
Information Services in schools, with a focus on:

* Promotion of the culture of reading through Fundza for Fun Campaign
* Embracing of the national symbols by schools
* Resourcing of schools and Community libraries
* Enhancement of values, human rights and moral regeneration movement
programmes in schools

The MOU is a statement of co-operation between two departments with the
objective to:

* establishing a working relationship to promote and enhance arts, culture,
sport, and recreation in Mpumalanga Province
* creating an environment for mass participation in cultural and sporting
programmes and good governance
* developing and supporting young talent through the provision of high
performance services
* assisting in the development of educators and learners within the field of
arts, culture, sport and recreation
* improving co-operation between public libraries and schools to improve
services rendered by public libraries to school learners and
* establishing school-community libraries to improve access to library,
language and information services in communities in which these services are
not sufficiently provided.

The two departments further resolve to resource schools in a manner that
will harmonise the co-ordination and institutional development of school sport,
arts, culture and library information related activities.

Management of the Agreement

The Joint Departmental Management Committee will be appointed to manage the
implementation of this agreement. The committee will be responsible for:
* The Development of strategic and action plans
* Management of human, physical and financial resources
* Advice both HODs on matters related to the MOU

The Honourable MEC Nomsa Mtsweni observed that: “It is encouraging that the
two departments sign this agreement a week after an announcement that
Mpumalanga will host some games of the 2010 Soccer World Cup, thus creating a
proper foundation for the province.

The view of the two departments is that this MOU serves as an avenue to
introduce bigger and better opportunities for the enhancement of teaching and
learning.
