Africa Public Service Day (APSD) is now an entrenched strategic event on the
African Union calendar. Emanating from the declaration of the first Pan-African
Conference of Ministers of Public (and Civil) Services held in Tangier, Morocco
in 1994, the Ministers nominated the 23 June every as the date to celebrate
Africa Public Service Day. The objective of the celebration is to recognize the
value and virtue of service to the community.
The Ministersâ declaration was reaffirmed in the Stellenbosch Declaration
adopted at the fourth Pan African Ministersâ conference held in Stellenbosch,
South Africa. The meeting acknowledged the importance of the APSD initiative as
part of the Continental strategy to boost Public Administration programmes,
public sector performance and governance.
The main objective of the 2006 APSD celebrations in particular, is to
recognise experiences in public service delivery and showcase the works and
achievements of excellence as well as challenges and prospects for improving
the impact and image of public service.
The celebrations will be led by Members of the Executive Council, Mr M
Masuku, Ms N Mtshweni and the Mayor of Nkangala, Ms Ina Masombuka.
The theme for the 2006 APSD is âBuilding an ethical Public Service for
improved service delivery in Africaâ.
Sub-themes are:
* Promote Governance (with emphasis on anti-corruption and ethics).
* Empower the citizenry, especially rural communities to enhance accessibility
to services.
* Access to information.
* Capacitate public service to meet the expectations of the people (enabling
legislation, skills competencies, procedure, etc.).
* Restructuring the public sector in line with Africaâs unique challenges.
This initiative is destined to turning around the spirit of service and
diligence whilst transforming the image of the public service.
The media is invited.
