Minerals and Energy to communicate its new petroleum
products

22 August 2006

The Department of Minerals and Energy will be communicating its new
petroleum products licensing system. According to Section (2A)(1) of the
Petroleum Products Act, a person may not develop a site, manufacture, wholesale
or retail petroleum products without an applicable licence issued by the
Controller of Petroleum Products.

The licensing framework is aimed at addressing the challenges inherent in
the existing value chain, which include issues of industry transformation,
profitability and lack of investment in some parts of the petroleum value
chain. The Department of Minerals and Energy therefore invites you to a press
conference which will seek to enlighten the media about all aspects of the
petroleum licensing system.

The department will furthermore inform the affected individuals of the
requirements, conditions, fees and procedures of the licensing system and to
also outline the penalties of contravening the Act.

The department has realised that there is still a lot of confusion regarding
the issues around this subject, and would therefore like to bring clarity to
this matter so as to avoid last minute submission of licence applications by
current operators.

The conference will be held as follows:

Date: Wednesday, 23 August 2006
Venue: Committee Room No. 2, Ground Floor, 120 Plein Street, Cape Town
Parliament
Time: 12h00
