Acting Minister for the Public Service and Administration to brief media on Cabinet approval of the National Framework towards the Implementation of Professionalisation of the Public Sector

The Acting Minister for the Public Service and Administration, Mr Thulas Nxesi will release the Cabinet approved National Framework Towards the Implementation of the Professionalisation of the Public Sector on Tuesday, 25 October 2022 in Cape Town.

Cabinet approved the Framework at its meeting of the 19 October 2022. The document has been in development for two years and on 18 November 2020 Cabinet approved the publication of the draft Framework for public consultation.

The Framework was gazetted in December 2020 for public comments. Led by the National School of Government, a series of public consultations with professional bodies, civil society organisations, higher education institutions and other interested parties were undertaken from February 2021. These consultations were followed by the appointment of a High-Level Ministerial Advisory Panel to peer review the inputs and undertake further research to enhance the draft Framework.

The Panel consisted of members drawn from selected organs of state, state-owned entities, academia, private sector, quality assurance and professional bodies.

Building state capacity towards a capable, ethical and developmental state remains the foremost priority of the current administration. Professionalising the public sector, as advocated in the National Development Plan, is a strategic intervention towards building state capacity. The NDP has brought focus in professionalisation stating that a developmental state needs to be capable, but that capability can only come about if the public service is professionalised.

The Framework provides that only qualified and competent individuals be appointed into positions of authority. Capability thus includes having qualified employees, systems and processes of public administration.

The Framework aims to achieve the following:

  1. The tightening of pre-entry requirements as well as effective recruitment and selection processes that inform meritocratic appointments at middle and senior management levels.
  2. Undertaking workplace orientation and induction programmes that are linked to on-boarding and mainstreamed as an intervention for organisational socialization.
  3. Effective planning, performance management and appraisal systems, including performance standards and assessment instruments for different categories of employees. Performance management can also be aligned with professional body/association registration.
  4. Public servants returning to the simulator by undertaking continuous learning and professional development. This will include, as well, the professionalisation of certain categories of occupations in the public sector.
  5. Managing the career progression and career incidents of public servants and heads of department respectively.
