Premier Shilowa and MECs turn sod at site of Jabulani
Hospital

Gauteng Premier Mbhazima Shilowa was accompanied by Gauteng MEC for Public
Transport, Roads and Works, Ignatius Jacobs and Health MEC, Brian Hlongwa,
local councillors as well as members of the community of Soweto at the sod
turning of the new Jabulani Hospital on Tuesday, 5 June 2007. The 300 bed
Jabulani Hospital was originally planned to be built at the existing Zola
clinic site but was later relocated to the Jabulani site due to inadequate bulk
services and access routes around Zola. The new Jabulani site has adequate
provision of the required services and the relocation has also resulted in cost
optimisation.

Speaking at the event, Shilowa said "This project will benefit the local
people of Emdeni, Jabulani, Zola and the greater Soweto in terms of job
creation and skills development as well as concerted efforts to ensure more
access to essential government services. It will also enhance the skills
development programme for skilled and unskilled people. Most importantly, we
are taking this step in order to ensure that we improve the quality of services
offered to the people of our country and the residents of Gauteng in
particular."

During the planning stage, Tshiya Development Consulting was appointed to
promote public participation in the project. This resulted in the formation of
the Project Advisory/Steering Committee. The committee's role was to monitor
community participation in the project. The contractor appointed to execute the
project is a joint venture partnership composed of four contractors from
previously disadvantaged communities, namely Ilima, Motheo, Yikusasa and TTR
Construction. The contract value is estimated at more than R300 million. It is
expected that towards the end of contract approximately 5 000 local people
would have benefited from the project in terms of job creation. The contractor
is presently recruiting skilled and unskilled labour from Emdeni, Jabulani,
Zola and the greater Soweto areas. On skills development, a programme has been
developed for training skilled and unskilled people. The project has been
programmed for completion by May 2009.
