The Limpopo Provincial Government (LPG) carries the mandate to deliver both
social and economic programmes to ensure that local people have access to
social services such as health, education, safety, etc. whilst on the other
hand must ensure that the economy grows at a rate that sustains such
programmes.
To optimise service delivery the province must invest in its social and
economic programmes. The PPPs have always been one of the preferred alternative
service delivery models. The implementation of PPP projects also come with a
number of challenges that have to be managed cautiously. In a bid to leverage
the provincial standing in the implementation of PPP models, the Limpopo
Provincial Treasury (LPT) in conjunction with the National Treasury has
organised a PPP seminar that will be held on 16 November 2006, at Meropa
Casino.
This seminar is set to provide a platform to share national experiences and
achievements through PPP models as well as set a benchmark for the Limpopo
province and others nationally. In view of the fact that financial and other
necessary resources are not readily available within the public domain, the LPG
had in 2002 established a special unit called the Provincial Asset
Restructuring Unit (PARU) to assist all provincial departments and public
entities with the restructuring of some of the acquired assets and services to
enhance efficiency and effectiveness in service delivery in the province. This
specialised restructuring unit plays a major role in assisting provincial
departments and public entities in using alternative service delivery models
that allows them to implement programmes that they would not have implemented
with their limited resources.
The seminar entitled, "PPPs delivering services to the people" will be led
by the Honourable MEC Mrs HJ Mashamba, and will be honoured by the attendance
of the Honourable Premier, Sello Moloto, and Director-General, Dr Manzini.
Other guests will include MECs and Heads of Departments (HoDs) of the province
and the other eight provincial treasuries.
