The Department of Land Affairs' Chief Directorate - Deeds Registration,
cordially invites members of the media to the certificate award ceremony for
staff members who attended training in the recently introduced electronic
scanning and archiving system.
These graduates formed part of the pilot phase of an easy to use, secure
electronic scanning and archiving system at the Pretoria Deeds Registry. Roll
out to the other Deeds Registries country-wide will follow in the next six
months.
Traditionally, the Deeds Registries' archives consisted entirely of paper
records. However, with economic growth came an increasing number of
registrations and archive accommodation was at a premium. Microfilm was thus
chosen as archive medium in the larger offices.
Even in the modern "digital" age, microfilm has few, if any, equals as a
durable, secure and permanent archive medium. Moreover, due to its inherent
simplicity, it will remain independent of sophisticated technology for purposes
of viewing and reproduction, even hundreds of years from now.
In recent years, however, Deeds Registries have found it increasingly
difficult to maintain their microfilm equipment, especially since the dual-head
cameras being used were no longer manufactured. It was for this reason that a
decision was made to replace the ageing cameras with digital scanners, while
still writing the digital images to 16 millimetre microfilm for purposes of a
permanent archive.
During the pilot phase of the Microfilm Camera Replacement Project, the
archive turnaround time at the Pretoria Deeds Registry was drastically reduced
through the use of the scanners, thereby eliminating backlogs and the
associated frustrations for conveyances, the public, financial institutions and
Deeds Registry staff.
