Imminent Deeds strike called off

The Department of Land Affairs announces that the imminent strike by some
Deeds workers over the production incentive bonuses dispute has been called
off.

A production incentive scheme has been in operation in the Deeds offices
since 1972. The norms and quotas according to which Deeds office staff had to
perform in terms of this scheme were reviewed by the Department from time to
time.

During 2002 the staff were not in agreement with revised norms and quotas
introduced. The dispute at that time was settled in terms of a settlement
agreement. Then earlier in 2006 a new dispute arose regarding the
implementation of that settlement agreement.

The Public Servants' Association (PSA) on behalf of its members issued a
strike notice to the department, indicating that a strike regarding the dispute
will commence on 7 November 2006. The Department on 3 November 2006 filed an
urgent application for an interdict prohibiting the strike from taking place as
proper procedures were not followed in dealing with the dispute. The matter was
due to be heard by the Labour Court on 6 November 2006, but by agreement
between the parties they "stood down" until Tuesday, 7 November 2006.

Both parties were, however, desirous to settle the matter, and the parties
were able to reach a settlement which was to the satisfaction of both parties
shortly before the application was due to be heard. The settlement, however,
was subject to the PSA seeking a mandate from their members overnight, and they
will confirm by today, 8 November 2006, whether the settlement is acceptable.
The strike has been put on hold pending the finalisation of the settlement. If
the settlement is ratified by the PSA' members, the strike will not
continue.
