The dispute regarding an alleged unilateral phasing out of the bonus
incentive scheme at the Unemployment Insurance and Compensation Funds offices
in Pretoria has been laid to rest, following a settlement reached between the
Department of Labour and the three unions.
Dr Vanguard Mkosana, the Director General said the settlement which was
concluded yesterday (31 July 2006) between DoL, the National, Education, Health
and Allied Workers Union (NEHAWU) and the South African State and Allied
Workers Union (SASAWU) resolved that the bonus incentive scheme is obsolete and
will be replaced by a system of upgrading of certain post levels.
It also resolved that a task team will be established and its terms of
reference will be deliberated upon in a meeting to be held before 11
August.
Despite the position taken by DoL, NEHAWU and SASAWU, the Public Servants
Association (PSA) still continues with the dispute.
Dr Mkosana also said the DoL has been given an opportunity to raise
jurisdictional points in writing to which the PSA will respond.
The Commissionerâs ruling on the jurisdictional points will be made known at
the beginning of September 2006.
