The KwaZulu-Natal Office of the Premier and the Provincial Government
invites media to the second Annual Provincial Public Sector Human Resources
Management Convention.

The convention is a sequel and follows closely on the success of the first
one held last year from 11 to 13 October 2006 at the Sibaya Casino and
Entertainment Kingdom in Ballito. The theme for last year's convention was
"Repositioning Human Resources" and there were 350 delegates in attendance.

The convention is not only meant to be a catalyst for the Provincial
Government to foster good governance and synergise human capital planning but
also to:

* ensure that the public service human capital resources practices are
aligned or repositioned for the envisaged single public service
* share best human resources practice and to keep abreast of human resources
management developments in the global village
* foster human capability development in the public sector at large as one of
the Provincial Government's identified provincial priorities
* assist in the development of informed human resources management development
curriculum by tertiary institutions and the newly established Provincial Public
Service Training Academy.

The target audience is largely senior human capital management personnel in
the following public sector employment domain:

* provincial administration (departments)
* local government (municipalities)
* public entities
* provincial legislature
* offices of the premiers in other provinces
* tertiary institutions
* national departments resident in the province

Although this conference is mainly for public sector employees, the
invitation has also been extended to select private sector personnel with a
view to share human resources management best practices. The convention enjoys
the support of the Department of Public Service and Administration (DPSA), the
Public Service Commission (PSC), the African Leadership Group, the Institute of
People Management (IPM), the Skills Framework (Pty) Ltd, the SA Reserve Bank,
amongst others.

The convention constitutes the largest annual gathering of human capital
management leaders in the provincial public sector as opposed to hosting a
conference for merely public servants in the employ of the provincial
administration. The Provincial Government prides itself in playing vanguard by
getting all senior public sector human resources management cadres to share
ideas on one public platform.

The theme for this year's convention is aptly entitled, "Transforming Human
Resources in the Public Sector: From transactional management to boardroom
strategic partnerships". This is a continuation on the elevation of last year's
theme of "Repositioning Human Resources" as we advance closer to the notion of
a single public service to enhance local governance. In a nutshell, human
capital management in the public sector needs to be interwoven into the global
village realm so as to quell the common notion that human capital management is
different in the public sector.
