Strike-related deductions payments for the recovery plan

The "No Work, No Pay" principle is an internationally accepted concept.
According to this principle educators and employees who participated in the
industrial strike action will have money deducted from their salaries for the
days they did not work.

Educators and employees who had not been on strike, but whose salaries got
docked in August 2007, will be reimbursed as soon as their situation has been
verified.

Following requests from teacher unions not to dock salaries in December
2007, the Department will have double deductions in November and then again in
February 2008. National Treasury instructed that all strike-related deductions
("No Work, No Pay") must be completed by the end of this financial year, which
ends in March 2008. Because of the goodwill and empathy of the Department, we
have decided not to deduct for "No Work, No Pay," during the months of December
2007 and January 2008 so that our workers would not be adversely affected
during the season of goodwill.

Teachers who participated in the recovery plan from 9 July 2007 and 29
September 2007, can expect payment for their recovery plan services in November
2007 and in February 2008.

The Department has received more than 45 000 affidavits, which are currently
carefully being scrutinised by a panel. The high number of affidavits that the
Department received will make the screening period longer than anticipated.

However, to expedite the process the screening of straight forward cases,
such as employees who were on approved leave during the strike, have been
prioritised. No further deductions will be made from their salaries and they
will be reimbursed in due course if their salaries were docked in August
2007.

The recovery plan task team, which consists of members of teacher unions and
education officials, met yesterday to address all issues related to the
implementation of strike-related deductions and recovery plan payments. More
meetings have been scheduled to iron out any problems.
