Norms and standards on Restorative Justice and Diversion
Programmes launched

The Deputy Minister of Social Development, Dr Jean Swanson-Jacobs will
officially launch the booklet on Norms and Standards on Diversion on 13 July in
Bloemfontein at the Bloemfontein Secure Care Centre, Uitsig.

The campaign's main theme is 'Youth and Diversion' and sub-theme, 'Once in
conflict with the law, now a champion for Life.'

Restorative Justice Programme is one of the alternative options to
sentencing children in conflict with the law. Due to the increase in number of
children in conflict with the law, various non-governmental organisations are
providing Restorative Justice and Diversion Programmes, and yet there are no
minimum standards or guidelines that prescribe a standardised service delivery
model.

The Department of Social Development contracted Nicro to develop a booklet
on minimum norms and standards on diversion. The booklet has been completed
together with a rollout training manual for all the role players in child
justice system. Deputy Minister will be accompanied by the Premier of the Free
State, Beatrice Marshoff and MEC for Social Development, Zanele Dlungwana who
will officiate the opening of the first One Stop Child Justice Centre only
effectively run in the whole country.
