of a booklet on norms and standards (diversion programmes)

This event is to be graced by the presence of the Free State MEC for Social
Development, honourable Zanele Dlungwana; Premier of the Free State, Ms
Beatrice Marshoff and Deputy Minister of Social Development, honourable Dr Jean
Swanson-Jacobs.

This event is a historical milestone for the Free State as the national
Department of Social Development opted to honour the efforts of the Free State
in the pursuit of the extension of the restorative justice system to the
children of our country. A Restorative Justice Programme is one of the best
alternative options to rehabilitating children in conflict with the law. It is
worth noting that the apparent increase in the number of children in conflict
with the law, various non-governmental organisations (NGOs) are providing
Restorative Justice and Diversion Programmes and yet there are no minimum
standards or guidelines that prescribe a standardised service delivery
model.

The launch of the booklet on minimum norms and standards and the official
opening of the Bloem Secure Care Centre present an opportunity for the
Department to deliver the best quality restorative justice systems services, in
an integrated manner and under the most humane of circumstances that will
facilitate their growth and development.
