J Radebe on Taxi Recapitalisation Project

Minister Radebe meets with stakeholders on the Taxi
Recapitalisation Project (TRP)

29 September 2006

Pretoria: Transport Minister, Jeff Radebe, met yesterday with the National
Association of Automobile Manufacturers of South Africa (NAAMSA), financial
institutions, the taxi industry, South African Bureau of Standards (SABS), and
commuter representative bodies to discuss further, the implementation and
rollout of the Taxi Recapitalisation Project.

Deliberations were conducted in a frank and transparent manner and all
stakeholders were provided an opportunity to take part in the meeting. To
spearhead progress within the TRP, the meeting agreed on the following:

* all manufacturers of vehicles for the Taxi Recap will comply with the
compulsory safety regulations issued on 4 September 2006
* manufacturers will submit their vehicles for certification to the SABS as a
matter of urgency
* vehicles must substantially comply with safety regulations of 2006 and must
fully comply with the safety regulations of 2 September 2005
* by the end of 2007 all new TRP vehicles must fully comply with the 4
September 2006 safety regulations.

The meeting also discussed issues relating to compulsory safety
requirements, affordability of the new taxi vehicles, the financing of taxi
vehicles, the TRP policy document and October Transport Month.

All delegates in the meeting agreed on the urgent need to provide vehicles
that enhance safety on our roads given the role the taxi industry plays in our
public transport system as a mass mover. The delegates fully supported the TRP
and emphasised the need to expedite the implementation and rollout of the
TRP.

The meeting resolved to embark on further engagement on a continuous basis
and stakeholders would be invited to the Transport Indaba to be held during the
October Transport Month campaign.
