Government updates its Programme of Action on a two-monthly basis, informed
by reports to Cabinet from the five Clusters. The most recent update was done
in mid-November and the last formal update for the 2005 Programme of Action
will be done after submission of reports by Clusters to the January Cabinet
lekgotla.
However, in order to assist with current data on progress in the
implementation of the Programme of Action, an interim update has been done,
specifically regarding those activities with deadlines falling in November and
December. Updates have also been provided in the case of activities where
information on progress was immediately available. The interim update is
available on Government Online https://www.gov.za. Pending the more formal and
comprehensive update that will be available at the end of January this interim
update should be read along with the complete programme on the government
website.
Programmes reflected in this interim update include the following: Biofuels
Strategy; Broad-Based Black Economic Empowerment (BBBEE) Codes of Good
Practice; various aspects of capacity building in the public service; African
Peer Review Mechanism country review of South Africa; and implementation of the
Comprehensive HIV and AIDS plan.
It should be noted that in the case of two clusters, International
Relations, Peace and Security (IRPS) and Justice, Crime Prevention and Security
(JCPS), there are no uncompleted activities in the programme whose timeframes
fall in this period � hence there are no interim updates in this report for
those clusters.
Government encourages the public to assess our work on the basis of the
concrete commitments that we have made, in line with Government's mandate to
build a better life for all, and on the basis of the implementation of the
year's Programme of Action to fulfil that mandate.
In some instances the media undertake their own end-of-year assessments of
government's performance during the calendar year and it is hoped that the
information provided assists them in that regard. But it should be noted that
an adequate assessment of the Programme � which runs from February to January -
is only possible after the systematic and comprehensive review undertaken by
the January Cabinet lekgotla on the basis of cluster reports, to inform the
development of a new Programme of Action for 2007
