The KwaZulu-Natal Provincial Office of the Electoral Commission (IEC) will
be hosting a comprehensive three-day programme for political parties in the
province. The theme for the seminar is "Building Political Parties Capacity for
Effective Management of Electoral Processes".
The event will be held from 13 to 16 June 2007 in the Midlands. The seminar
is aimed at taking senior provincial political party leadership in
KwaZulu-Natal through the details of the election framework and election
processes. Whilst aspects of the legislative framework will be dealt with, the
primary objective is to discuss the conceptual basis for the various electoral
processes.
Issues to be discussed include the delimitation of voting district
boundaries, what it takes to put the election machinery together, electoral
systems and identifying the legal provisions in place for political parties to
engage the IEC on the various electoral processes.
Parties will also get exposure to global trends in election management and
have an opportunity to compare South Africa against these. Participating in the
session will be individuals and organisations that have had international
exposure in the field of election management, who will be showcasing some of
the best practices in the field. It is critical for the IEC to give parties the
international perspective so as to place some of the electoral process within
the international context.
It is expected that the political party representatives in attendance will
become a resource and provide strategic guidance within their own parties on
the election framework. This should go a long way towards developing the
general understanding of the election framework among parties. It is envisaged
that similar sessions will take place, albeit in a smaller scale, in different
parts of the province.
