IEC releases provisional list of contesting parties

At the ballot draw for the 2006 Municipal Elections held in Pretoria today,
the Electoral Commission (IEC) released the provisional list of political
parties that will be taking part in the forthcoming municipal elections to be
held on 1 March 2006.

According to the election timetable, political parties and ward candidates
wishing to participate in the elections had until 17:00 yesterday to submit
party lists and candidate nominations and to pay the required deposits.

Chief Electoral Officer, Advocate Pansy Tlakula, said in her presentation
that 98 parties out of the 160 registered parties will contest the elections. A
total of 45 026 candidates have been registered on the database of the
Electoral Commission, including 21 172 party list (PR) candidates, 23 176 ward
candidates and 678 independents.

In the 2000 Municipal Elections 79 parties and 30 477 candidates contested
the elections. Of the total number of candidates, 16 573 were party list (PR)
candidates, 13 214 ward candidates and 690 independent candidates.

The Electoral Commission will now scrutinise the lists and ensure that
parties comply with all the requirements of Section 14 of the Municipal
Electoral Act. In terms of the election timetable parties have until 17:00 on
24 January to submit outstanding documents to the office of the IEC’s local
representatives.

The election timetable does not make provision for a compliance period for
ward candidates.

The certification of party lists and candidates contesting the elections
will take place on 30 January 2006.

Ballot paper draw

In the draw for the first position on the ballot paper for the 2006
Municipal Elections, the Phumalela Ratepayers’ Association came up first.

As the PR ballot paper for each municipality will differ as not all parties
are contesting in each municipality, these ballots will have a unique order.
Therefore, since Phumalela Ratepayers’ Association is only contesting the PR
ballot in Vrede in the Free State, the next contesting party in alphabetical
order will appear on the top of the ballot in these municipalities.
