Johannesburg â The Independent Communications Authority of South African
(Icasa) has published draft regulations on access to 112 Emergency Centres. In
September 2007, the Minister of Communications, issued policy directions in
which Icasa was directed to prescribe a list of emergency numbers to which the
public would have continued access even during a period of disconnection.
Further, the Electronic Communications Act states that amongst others, the
licensees required to carry communications to 112 Emergency Centres may not
charge the caller for placing a call to the Emergency Centre and that the cost
of carrying communications to and from the Emergency Centre must be borne by
the licensee.
The Act further states that as far as possible, the 112 Emergency Centres
must have voice, SMS, data and global positioning systems capability.
