Fraser-Moleketi on a working visit to Egypt

Fraser-Moleketi will from Monday, 29 October 2007 until Wednesday, 31 October
2007 be on a working visit to Cairo, Egypt.
The visit follows prior discussions with the Egyptian Chairman of the
Administration Control Authority (ACA), Mohamed El Tohamy, for an official
interaction that would see the two countries identifying possible areas of
co-operation.
The Egyptian Embassy has identified the necessary areas of engagement as the
Public Service Reform, Poverty Alleviation and Women Empowerment, Innovation,
Africa Agenda for Ministers of Public and Civil Service, Information and
Communication Technology (ICT) an e-government, and Anti-Corruption.
During the working visit, Minister Fraser-Moleketi will meet with Mohamed El
Tohamy to discuss the current structure of the Administration Control Authority
and will look into ways to combat corruption in Egyptian departments and work
towards bilateral co-operation in the field of combating corruption and
electronic crimes.
In terms of anti-corruption initiatives, the following information exchange
will include:
* the establishment of a Code of Conduct for public employees and a Code of
Ethics for members of the Executive
* establishment of a system for declaring financial and other assets
* reform of the supply chain management system (tender reforms)
* establishment of a register for business who are guilty of bribery
* to establish risk management and fraud plans in departments
* to set up minimum anti-corruption capacity appointment procedures
* to ensure transparent and regulated appointment procedures
* the establishment of the Special Investigative Unit to investigate corruption
and recover losses through civil means.
minister fraser-moleketi will also discuss issues of poverty alleviation and
women empowerment, innovations within public / civil services, public
administration and public service reform, and Africa Agenda for Minister of
Public and Civil Service with the Egyptian Minister of State for Administrative
Development.
The objectives of the delegation will be to investigate opportunities for
exchanges such as strengthening of the social contract through popular
participation, monitoring of the transformation within government, setting up
of early warning systems to monitoring of the achievement of the Millennium
Development Goals, initiatives to monitor transformation targets, monitoring of
human resources within government to ensure that the required skills to deliver
on transformation objectives of government, is recruited and maintained, and
initiatives to instil a culture of continuous learning and improvement through
evidence based decision making.
A further meeting will be held with the Egyptian Minister of Communication
to discuss issues that relate to Information Communication Technology and
E-government. The purpose of the meeting will be for South Africa to tap into
the advanced Egyptian Information Society Initiative and Programme. Other areas
of possible co-operation that will be discussed include: infrastructure,
wireless technology, policy / regulatory frameworks, skills, biometrics,
Integrated Financial Management System (IFMS), bridging the digital divide and
service centres.
