Eastern Cape Department of Roads and Transport wants unemployed
graduates

29 May 2007

The Eastern Cape Department of Roads and Transport has embarked on a
recruitment programme targeting 56 unemployed graduates in the province.

The department has allocated R1,5million for a 12 month internship programme
and interns would get a stipend depending on their qualifications. Diplomats
will get R2 226 per month, while degree holders will get R3 378 per month.

These interns will work in various directorates and districts of the
department, including finance, supply chain management, human resource
management, human resource development, government motor transport, MEC's
Office, Head of Department's Office, public transport, transport planning,
traffic safety and traffic control.

Each directorate will nominate mentors for the interns, who would assist
them and submit monthly reports and manage their performance.

This initiative follows a needs analysis conducted by the department's Human
Resource Development (HRD) Unit in preparation for the development of a
Workplace Skills Plan. The main objective was to gather critical information on
activities such as performance management and development system, training and
development, bursaries, internships and learnerships.

Furthermore, this initiative forms part of the department's contribution to
a broader government programme aimed at addressing the challenge of
unemployment facing the youth of this country, especially unemployed graduates
and diplomats. In addition, the programme is informed by the HRD Strategy for
the public service, which includes an internship framework and a Scarce Skills
Strategy that was approved by Cabinet in 2002.

According to Circular Minute No 1 of 2005 issued by the Department of Public
Service and Administration, each department should at least enrol as a minimum
a number of learners and interns equivalent to at least 5% of its
establishment.

Presently, the Eastern Cape Department of Roads and Transport has enrolled
86 interns, which is still below the 5% minimum requirement.

Our main objective is to expose young people, particularly the unemployed,
in different fields and opportunities in the transport sector and to broaden
their career choices. This is in line with the principles of the Provincial
Growth and Development Plan of promoting sustainable development through skills
development.

Today, the department advertised bursaries for 20 traffic officers with a
particular focus on areas such as Mbizana (1), Lusikisiki (2), Graaf-Reinet
(4), Grahamstown (5), Cradock (2) and Aliwal North (2).

Learnership targeting young matriculants with Full Exemption, who are aspiring
to become Road Safety Officers.
