E Rasool on meeting with T Nombembe

Statement by Premier of Western Cape E Rasool following a
meeting with national Auditor-General (AG), Mr Terence Nombembe held on
Tuesday

28 November 2007

Yesterday I met with the national Auditor-General, Mr Terence Nombembe, to
discuss a variety of matters that have been in the public domain and that have
placed strain on the relations between the Executive and the
Auditor-General.

I am satisfied that this meeting was fruitful and that the meeting laid the
basis for stronger relations between the Executive and the Auditor-General.
This meeting, together with the resolution of the Ad Hoc Committee Report in
the Provincial Legislature will go a long way for co-operation and partnership
in managing the resources of this province in accountable ways.

Between the Auditor-General, Mr Nombembe, and I, we have agreed that the
Special Audit by the Auditor-General on behalf of Standing Committee on Public
Accounts (Scopa) will proceed immediately after the Auditor-General and the
Premier have had a meeting to clarify the scope, the terms of reference and the
relationship of the Special Audit to other audits that have already been
conducted. This will be done soonest.

The Auditor-General, Mr Nombembe and I, are agreed that the further issue
relating to whether officials of the Department of Community Safety had
deliberately set out to compromise the workings of the Auditor General is an
important matter that must be resolved. In this regard the Auditor-General has
undertaken that the Auditor-General will themselves, simultaneously, seek to
get to the bottom of this matter and that we should ensure co-ordination
between the efforts of the Department of Premier and that of the
Auditor-General.

As a further step to strengthen the relations between the Executive and the
Auditor-General, we will invite the Auditor-General to our Cabinet meeting on 5
December 2007, in order to analyse the audit performance of the Western Cape
government and to ensure that we improve such performance by the provincial
government.
