The Department of Correctional Services hereby makes an appeal to members of
the public to assist with information that could ensure the re-arrest of a
15-year term serving offender, Philane Mdlalose, who was erroneously released
over the weekend.
A preliminary report says the offender, who begun his 15-year sentence for
theft in October 2005, mingled with 21 other offenders who were being released
after paying fines (six) and on parole (15). The Department is perturbed by the
incident, which it considers at face value as gross negligence on the part of a
few officials responsible managing the releases at the centre. We have already
launched an investigation to establish circumstances surrounding the alleged
mistake and any one found responsible will be dealt with appropriately and
decisively.
The South African Police Service was informed and a manhunt has been
launched. Members of the public are being requested to be cautious and not
attempt to arrest him but just inform the nearest police station or phone 10111
to report his whereabouts.
The centre is not covered by the pilot Inmate Tracking System, meant to
assist in preventing instances of erroneous releases or mistaken identities.
The Inmate Tracking System thus far covers only awaiting trial detainees
section of Durban Westville Correctional Centre and Johannesburg Correctional
Centre.
