C Mashego-Dlamini on MuniMec meeting

MEC Candith Mashego-Dlamini meets mayors and municipal
managers

12 April 2007

The MEC for the Department of Local Government and Housing, Candith
Mashego-Dlamini has met with Mayors and Municipal Managers, at a sitting of the
MEC and Mayors Forum(MuniMec).

The Forum received a presentation on the housing delivery plan for 2008,
where it was outlined how and where the department plans to build houses in the
different municipalities. The forum agreed that in future planning the
department would involve all municipalities. The forum also agreed that the
department would revisit the housing indaba resolutions and use them in
implementing its projects.

The forum also received presentations on technical support to municipalities
and the Municipal infrastructure Grant (MIG) Expenditure. On technical support
the department informed the forum that in consultation with the Development
Bank of South Africa through the Siyenza Manje project they have deployed
technical expertise to seven municipalities. The department is also in the
process of appointing more technical expertise that will be deployed to
municipalities. On the MIG expenditure it was noted with concern that the MIG
expenditure was low in most municipalities. The forum agreed that
municipalities must register their projects early to enable them to start
spending on time. The forum also received a presentation on the water for all
flagships, which seeks to accelerate provision of water infrastructure to
progressively reach the higher level of service by 2010. This will be achieved
by first targeting areas that have no accessibility of water to get the least
supplies of basic water by 2010.

MEC Mashego-Dlamini stressed that it was important for the forum to sit
regularly as this is where the department and municipalities can address
problems that affect service delivery and identify possible solutions to
address them. MEC Mashego-Dlamini also urged municipalities to explore
possibilities where they can share expertise amongst each other, especially
scarce skills like technical expertise.
