Mr Bheki Cele to ride a Metro Rail train as part of the Transport Month
programme

KwaZulu-Natal MEC for Transport, Community Safety and Liaison Mr Bheki Cele
will ride a Metro Rail Train during peak morning rush hour as part of the
Transport Month programme. This is aimed at focusing on customer care services
with an emphasis on reducing train delays, cancellation, punctuality and
comfort.
The train will depart at 06h00 from uMlazi Station to Durban Station on
Monday, 16 October 2006.
This will culminate in the launch of the Incident Management System (IMS)
qualification and Learnership at uMdloti Road Traffic Inspectorate (RTI) at
11h00 where MEC Cele will join the National Minister of Transport Mr JT Radebe
as well as eight transport MECs from other provinces.
The main goal of an Incident Management System is to establish a
comprehensive and co-ordinated response to and management of any road incident,
thereby ensuring safe and rapid clearance of the scene. The ever-increasing
traffic volume, high accident rates, congestion and the negative impact of
incidents on the road, has necessitated the development and implementation of
an Incident Management System.
Since 2003, The Department of Transport, the South Africa National Roads
Agency Limited and the Transport Sector Education and Training Authority (Seta)
has developed a qualification in the line with South African Qualification
Authority (SAQA) standards, and registered as a National Certificate in
Incident Management: NQF level 5. This qualification can be accessed through
specific accredited institutions of learning and it is registered through the
Transport Sector Education and Training Authority (TETA).
The targeted people are individuals already employed within the disciplines
responsible for management of emergency incidents such as the Road Traffic
Inspectorate (RTI), South African Police Service (SAPS), Fire and Emergency
Medical Services, or any other person authorised to be on the scene of an
incident in accordance with relevant legislation.
