Post Exco media briefing statement

The Premier of Bokone Bophirima Mr SOR Mahumapelo convened a post Exco media briefing at the Taung Skull in Buxton, where he shared decisions of his executive with the media following an Exco meeting held on 28 September 2016.

Outcome of the statistics South Africa community survey

Exco received a presentation from STATS SA on the latest Community Survey results.

According to the presentation, poverty headcount in Bokone Bophirima has dropped from 9,2 per cent in 2011 to 8,8 in 2016.
More people in the province now have access to water, housing and flush toilets.

Furthermore, nine in every ten households have access to piped water.
Progress was also made in the provision of decent human settlements, with about eight in every ten households(78,3%)residing in a formal structure compared to nearly a fifth who stay in informal dwellings (18,4%).

About a fifth of households in Bokone Bophirima have benfitted from a government subsidised dwelling, with 21% of households in the province reporting that they reside in a government funded dwelling.

The majority of dwellings (56,8%) in Bokone Bophirima are owned and fully paid off.

About 2 in every 10 households (18,1%) rent their their dwellings, and nearly a tenth (9,9^%) stay rent free in houses they do not own.    

Share services model 

Exco received progress report on the implementation of a shared services model which will enable government to delivers much needed services within the confines of existing budgets.

The shared services model will be implemented on Infrastructure and  ICT transformation projects  amongst others.

Post Audit Action Plan (PAAP)

Mahumapelo pointed out that EXCO  has approved the PAAP support plans tabled at the meeting which seek to ensure that Provincial Departments and State Owned Entities improve on the AG findings and implement consequence management.

As part of enhancing accountability Exco has further approved that the PAAP be included in the Performance Agreement of Accounting Officers.
PAAP will be a standing item in all management  meetings of entities and departments.
 
Setsokotsane

Exco received progress report on impact of Setsokotsane on the lives of citizens of Bokone Bophirima.

The total number of beneficiaries of government services through Setsokotsane by August is 31 078.

Number of kilometers covered during blading of roads, cleaning of culverts, pothole-patching, illegal dumping is 654,16 km

Mahika Mahikeng

Mahika Mahikeng as one of the flagship events of the Provincial Government will take place on 8 to 11 December 2016.

Build up activities are being rolled out at Lotlamoreng Dam on Saturdays to create a vibe at the venue and afford people an opportunity to visit and relax with their families.
 
Taung Cultural Calabash

Exco approved the Taung Cultural calabash which takes place from 14 to 16 October 2016 and will also serve as a monumental build for Mahika Mahikeng. As part of empowering artists and emerging entrepreneurs local procurement will be prioritised in services to be rendered.

South African Traditional Music Awards 2017 – 19

A proposal for Bokone Bophirima to host the SATMA from 2017 to 2019 was approved and the executive  directed that local procurement should be an important part of the event and that not less than 60 percent of revenue should accrue to the province. Further that build up activities should be held in the province.

South African Music Awards (SAMA)

Another proposal for Bokone Bophirima to host the SAMA with the same principles that are applicable to the SATMA regarding local procurement and build up activities was approved.

Back to Basics report

The Back to Basics report  which outlines support that is being provided to municipalities by the Department of Local Government and Human Settlements and progress that is being registered by municipalitieswas tabled and approved. Some of the achievements that emerge from the support are as follows:

  • Nine  municipalities have been trained on Local Government Management Improvement Model tool on 15th July 2016 [ Rustenburg, Dr RSM, Greater Taung, Bojanala Platinum District Municipality, Naledi, Moses Kotane, Ngaka Modiri Molema District Municipality , Ramotshere Moiloa & Ventersdorp
  • Fifteen Municipal Public Accounts Committees have been supported .
  • Municipalities are on course with collection of revenue with some achieving above 90% success rate.

The capacity of the Department of Local Government and Human Settlements  has been strengthened by the Provincial Pillar Coordinators who are senior managers in provincial departments
Irregular appointees are to be released once the Organisational Development  and verification process of employees is completed  for the affected municipalities (by December 2016) so that all due processes can be complied with.

Intervention in Ngaka Modiri Molema

In view of the challenges experienced in Ngaka Modiri Molema, Exco resolved that the Department of Local Government and Human Settlements should prepare a report that provides a detailed history of the situation in the municipality.

The municipality should not enter into new contracts.

Catering should be stopped by the end of the current financial year.

That the Department of LG & HS working with FEED must engage the Departments of Labour and COGTA on work that must be done immediately to review the bloated structure of Ngaka Modiri Molema.

That the council must adopt resolutions on a moratorium of employment and intervention in Supply Chain of the Municipality.

Progress registered on irregular expenditure

A provincial committee on irregular expenditure has been set up and will deal with all instances of irregular expenditure.

It is worth noting that from the irregular expenditure of  300 million in 2013 to 9 million in 201516 is an indication of work that is being done which includes the implementation of consequence management.
