Parliament on adoption of Expropriation Bill by seven provinces

Seven provinces support Expropriation Bill

The Chairperson of the Select Committee on Economic and Business Development, Mr Boingotlo Nthebe, voiced satisfaction on Friday following the adoption of the Expropriation Bill by seven provinces.

Mr Nthebe described the Bill as a necessary intervention that will replace the old Expropriation Act of 1975, and said what the fifth Administration will not do is to act inconsistently with the Constitution, and in an unjust manner to South Africans when dealing with such an important issue as land or property ownership.

β€œThe Bill is consistent with the Constitution, and will make sure that the land – which is much needed for infrastructural projects – is availed without bringing about constitutional challenges. This Bill is not replacing the need and commitment by this Administration for consultation,” Mr Nthebe said.

The Expropriation Bill will ensure consistency with provisions of the Constitution, in particular the equality clause, property clause, administrative action and extension of the purpose for expropriation to include public interest.

The Committee received eight provincial mandates, except Limpopo, seven of which were in favour of the Expropriation Bill.
