Limpopo Government on EXCO meeting of 17 May

The Executive Council of Limpopo Province held its scheduled meeting on the 17 May 2017, and the following discussions took place:

Economic Cluster POA 2017/18

The Executive Council approved the Economic Sector Cluster Programme of Action for 2017/18.

Approval of the Economic Sector Cluster Programme of Action (POA) for the 2017/18 financial year was presented to the Executive Council meeting.

The Economic Sector Cluster POA consists of the key programmes that will be implemented in the 2017/18 financial year in support of the following national outcomes and key priorities, namely:-

  1. Decent Employment through inclusive economic growth;
  2. An efficient, competitive and responsive economic infrastructure network;
  3. Vibrant, equitable and sustainable rural communities contributing towards food security for all;
  4. Environmental assets and natural resources that are well protected and continually enhanced;
  5. MTSF Priority on Speeding up growth and transforming the economy to create decent work and sustainable livelihoods;
  6. MTSF Priority on Massive programme to build economic and social infrastructure;
  7. MTSF Priority on Comprehensive rural development strategy linked to land and agrarian reform; and

Africa Month and Day Celebration: 25 May 2017

The Executive Council approved the nature and character of the 2017 Limpopo Africa Day Celebration scheduled to take place at University of Venda, in the Vhembe District, on the 25th May 2017 in the form of a Lecture as well as a Soccer Match between MPLs and a Soccer Team comprised of other Nationalities;

  1. Africa Day is an international day which is held annually to commemorate the formation of the Organisation of African Unity (OAU) on 25 May 1963, which is currently known as the African Union (AU);
  2. The Africa Day Celebrations will take place during the Africa Month. Celebrations will include Soccer Matches between MPLs and Coordinated team of Diplomats that will be taking place at the University of Venda;
  3. The Department of Sport, Arts and Culture has planned to have the Africa Day Public Lecture on the 25th May 2017 where the Premier of the Province will deliver a keynote address;

On the 27th May 2017 as part of Africa Month Celebration the Province will be show casing:

The Executive Council approved the hosting of a Music, Craft, Food and Fashion Show event at Tivumbeni Multi-Purpose Centre, in the Mopani District, on the 27th May 2017 as an activity of Africa Month celebrations.

  1. The Africa Day Celebrations will culminate with the showcasing of Craft, Music, food and Fashion Show at Tivumbeni Multi-Purpose Centre on the 27th May 2017;
  2. The target audience is 5000 people to attend all the activities of Africa Day Celebrations in Mopani and Vhembe Districts.

Back to Basics Action Plan for 2017/18

The Executive Council approved the Limpopo Provincial Back to Basics Action Plan for 2017/18 as presented. The action Plan includes:

  1. Back to Basics (B2B) is an approach to make municipalities more functional by ensuring that they have and maintain basic tools, systems and processes to render services to communities in a sustainable manner;
  2. B2B is anchored on the following five pillars: Service Delivery, Sound Financial Management, Institutional and Municipal Administrative Capacity, Public Participation and Good Governance; and
  3. The Department of Cooperative Governance, Human Settlements and Traditional Affairs (CoGHSTA) will monitor the implementation of the Action Plan in collaboration with the various Back to Basics structures.

Early Childhood Development Summit

The Executive Council approved the nature and character of the Provincial Early Childhood Development (ECD) Summit scheduled to take place during 23 - 24 May 2017.

The national Department of Social Development, as the department responsible for coordination and integration of ECD services in the country, developed the National Integrated ECD Policy which was approved by Cabinet in December 2015;

The challenge of Missing Girls in the Province and Nationally

The Executive Council has instructed Justice Crime Prevention and Security Cluster to interrogate the matter and report back in the next Executive Council meeting.

A verbal report on the matter of the abduction of young girls in the Province was presented to the Executive Council meeting. It was reported that the state of the abduction of young girls as reported in the media, was a source of concern.

Stabilisation of LIM 345 Municipality

The Executive Council approved the programme of action to do thorough consultation programme with all the stakeholders in Lim345 on the intervention model that could see other parts of Lim345 receiving service from the Vhembe District Municipality. This will be an all inclusive processess.
