Parliament holds joint sittings and committee meetings, 22 to 24 Oct

Joint Debate on 16 Days of Activism, Questions from the NA to the President, Division of Revenue Amendment Bill and other Bills scheduled for consideration and wide range of subjects on agenda of committees this week

A joint sitting of the National Assembly (NA) and the National Council of Provinces (NCOP) tomorrow morning is scheduled to debate 16 Days of Activism for no violence against women and children: “Count me in – together moving a non-violent South Africa forward”.

Both Houses will also hold sittings in the afternoon. The NA sitting tomorrow afternoon is scheduled to consider the Division of Revenue Amendment Bill. It is also scheduled to consider the Protected Disclosures Amendment Bill and a draft resolution on the repeal of apartheid legislation from Mr NF Shivambu.

Reports on the 2016 Tourism Indaba (Portfolio Committee on Tourism) and on oversight visits to police stations (Manenberg Police Station and police stations in and around Port Elizabeth) and a research seminar on risk factors for police (Portfolio Committee on Police) are also scheduled for the sitting.

At its sitting tomorrow afternoon, the NCOP is scheduled to consider the report of the Select Committee on Communications and Public Enterprises on Eskom’s tariff increases for 2016 -17 and amended pricing structure for municipalities with effect from 1 July 2016. The sitting is also scheduled to consider the Performing Animal Protection Amendment Bill, the Higher Education Amendment Bill and the Unemployment Insurance Amendment Bill.

A meeting of the Joint Rules Committee of the NA and NCOP is scheduled for Wednesday morning. On Wednesday afternoon, the President is scheduled to answer questions for oral reply in the NA.

On Thursday, the NA is scheduled to consider several bills. These are the Rates and Monetary Amounts Amendment of Revenue Laws Bill and Rates and Monetary Amounts and Amendment of Revenue Laws (Administration) Bill, the Taxation Laws Amendment Bill and the Tax Administration Laws Amendment Bill.

Also at Thursday’s sitting, the NA is scheduled to consider the request for approval of two protocols amending agreements about avoiding double taxation and preventing fiscal evasion with respect to taxes on income. The one agreement is between the Government of the Republic of South Africa and the Government of the Federal Republic of Brazil. The other is with the Government of the Republic of Zimbabwe.

On Thursday, the NCOP is scheduled to debate a report on Provincial Week, which was held from 12 to 16 September, under the theme: “Following up on our communities to make access to education and health care work for all”.

Besides specific financing instruments for infrastructure development in sport, budgetary review and recommendation reports, departments’ annual reports and quarterly reports, the 37committee meetings scheduled so far for the week have the following on their agendas:
