Limpopo on post Executive Council meeting

The Executive Council of Limpopo Provincial Government held its scheduled meeting on the 24 August 2016 and the following was discussed.

Elections

The Provincial Government thanks all the people of Limpopo who came out in large numbers to cast their votes. The Provincial Government also wishes to thank the people of this province for incident free elections.

Limpopo Broad Band Network Telecommunications

The Broadband feasibility study progress was presented to the Executive Council on 22 June 2016, where the self-funded option (option 2) was presented as the preferred option. The Provincial Executive Council directed that LEDA should provide detail financial breakdown of the preferred option to the Provincial Treasury, prior to it being fairly presented for approval at the next Executive Council

In terms of the preferred option, Limpopo Provincial Government through LEDA will be required to rise co-funding and deploy the network infrastructure on phased approach, starting with the city of Polokwane.

The Provincial Government has approved the proposed self-funded, build and lease option that will require the Provincial Government to raise the required capex, lease and opex for deployment of the Broadband Network Infrastructure in the City of Polokwane including Mankweng and Seshego through a competitive bid. The Executive Council further approved that the revenue generated be used to expand the network to key Provincial Growth Points.

The hosting of Heritage Day celebration 2016

Heritage day celebrations will be held at Vleifontein on the 24 September 2016.

Establishment of a new municipality

The new municipality comprising of 36 wards, currently known as the Lim 435 have been established. The Council held its first meeting on the 12 August and the leadership of the council have been elected and officials have been seconded to the municipality pending the appointment of permanent staff.

Vuwani

The Executive Council have also directed that the MEC for CoGHSTA should write to the Municipal Demarcation Board (MDB) and request for invocation of section 22 (1) of the Municipal Demarcation Act on behalf of the province i.e to initiate a process to re-determine the municipal boundaries of Lim 345 Municipality.

The Executive Council has also noted progress in relation to the Vuwani disaster.  The Department of Public Works, Roads and Infrastructure have done damage assessment on the affected schools and have calculated the total amount required for emergency and reconstruction and rehabilitation of educational infrastructure in Vuwani and the surrounding villages be R303 101 900 million.

Seventy six mobile class rooms at a cost of R22 million have been delivered.

Consolidated Infrastructure

The Executive Council has also noted a report on infrastructure: 27 467 infrastructure projects have been reported about, of which 25 634 are housing units:

i, 9 207 (33,5% ) that are completed
ii, 13 598 (49.5%) are under construction
iii, 4 662 (17%) projects are at pre constructive stage

Changes related to Health CFO

Mr Friday Mushwana’s charges has been withdrawn with immediate effect.

Revised Provincial Cost Containment Measures 2016

The Executive Council have approved the implementation of Provincial Travel Policy framework within the Limpopo Provincial Administration with effect from 1st September 2016 and which the Provincial Treasury must issue a Treasury Instruction notice to this effect.

It deals with doing away with excessive expenditure on travelling, the use of five star hotels, management of cell phones and prioritizing the use of public infrastructure as opposed to the hotels and lodges.

Conditional Grants and Equitable share roll over

The Executive Council approved the equitable share rollover of R113 340 million to Provincial Departments and R44 625million to Road Agency Limpopo.

The Executive Council further directed that departments that under-spends on their Conditional Grants should presents in the next EXCO. Reasons for under-spending, consequences action taken against the officials who led the under-expenditure and measures taken to ensure that there is no under-expenditure in the current financial year.

The Provincial Government also congratulated our Golden Girl, Mokgadi Caster Semenya and that after consultations with her and her team the official congratulatory event will be held in September 2016.
